Deputy Director Of Programs International Rescue Committee


As a senior member of the country team, the Deputy Director for Programs will have overall responsibility to supervise, support, enhance quality, coherence, impact, sustainability and synergy of the five Sectors in IRC Côte d’Ivoire:
  1. Gender Based Violence;
  2. Economic Recovery and Development
  3. Governance & Rights;
  4. Child & Youth Protection & Development;
  5. Health.

The Deputy Director for Programs will be based in Abidjan but he/she will be required to travel to the field sites approximately 40% of his/her time.  S/he will develop and disseminate a vision of program growth, maintenance and/or reduction with the Country Director and the Sector leads through playing a leading role in the adequate implementation, monitoring and evaluation of the Country Sector Strategies (CSS) and the Country Program Strategic Plan (CPSP).
Reports to:         Country Director.

RESPONSIBILITIES:
  • Supervise and support all IRC program activities;
  • Under the supervision of the Country Director, coordinate the planning, development, implementation of IRC program initiatives, in accordance with the strategic plans and liaise with IRC’s Technical Units for technical guidance on implementation and new program design;
  • Under the supervision of the Country Director, ensure effective and timely implementation of programmatic objectives of the CSSs and CPSP;
  • Work with the senior management team to develop operational budgets, which reflect a detailed understanding of situational parameters, beneficiary needs, available resources and technical possibilities;
  • Ensure a close coordination and collaboration with the Deputy Director for Operations to ensure an adequate synergy between programs and operations;
  • Organize and chair regular program coordination meetings with relevant staff;
  • Assist Sector Coordinators develop implementation plans and expenditure plans;
  • Support and supervise implementation of finance controls for program expenditures in accordance with NY and CI policies and procedures;
  • Ensure that the monthly budget vs. actual reports are reviewed during monthly staff meetings in all field locations;
  • Supervise IRC’s operational policy of grant opening and closing meetings;
  • In collaboration with the Grants Coordinator and Sector Coordinators ensure that quality donor reports are generated and submitted to donors and NY in a timely manner. Oversee budget re-alignments and amendments when necessary;
  • Provide on-going problem-solving guidance for field offices regarding programmatic issues, planning issues, and difficulties encounters with local authorities and Partners;
  • Oversee recruitment of all program staff and ensure the Performance Management System for program staff is carried out as required;
  • Conduct training of IRC staff on program design, monitoring, and evaluation, report writing, and proposal development. Capacity building of both the expatriate and national staff members in the above-mentioned areas is a priority;
  • Represent IRC and IRC’s interests with the Government officials, donors, UN, and other operating and implementing partners when required or applicable;
  • Assist the CD in developing a strong relationship with donors to ensure sustainable funding of programs;
  • Replace CD when he/she is out of the country;
  • Other activities/responsibilities that may be required.

REQUIREMENTS:
  • Advanced degree in International Relations, Community Development, Economics, or related disciplines.
  • At least seven years of oversees experience with two years of experience in the management of post-conflict or development programs.
  • Demonstrated skills and experience in NGO administration, finance and logistics systems.
  • Proven ability at staff management, multi-tasking, time management and flexibility.
  • Must be an innovative and creative problem solver, strong communicator, excellent writer, have a focus for quality and most of all be a team player.
  • Fluent in English, Proficient in French (or the opposite)

Côte d’Ivoire’s civil conflict between 2003 and 2007 was characterized by periods of intense violence followed by relative calm. Initially brought about by the collapse of prices in the vital cocoa industry, the conflict was fuelled by issues of national identity, ethnic allegiance, and land ownership. This resulted in the internal displacement of hundreds of thousands of people (IDPs), profound social disintegration, and the decay of basic community infrastructure such as health centers, water points, and schools. 
        
IRC had a brief presence in south-west Côte d'Ivoire in the late 1990s to respond to the needs of Liberian refugees.  It then re-opened its office in Abidjan in 2003 to respond to the humanitarian needs brought about by the civil conflict, as well as to address a new wave of Liberian refugees. In 2010, IRC works for the Ivorian population at large, mainly targeting populations that have been the most affected by the conflict and/or for which specific attention is needed during recovery. Currently, IRC conducts post conflict programming in the field sites of Man, Duékoué, Odiénné, Séguéla and Yamoussoukro, as well as in its Abidjan HQ office, reaching approximately 2 million beneficiaries.

The goal of IRC Côte d’Ivoire is to consolidate its post conflict development program through increased partnerships and advocacy aiming to achieve quality, impact and sustainability.
