Lead Evaluation Expert, Evaluation and Analysis for Learning Project in Colombia
Project/Proposal Summary:
The purpose of this contract is to provide USAID/Colombia with technical and advisory services for evaluation activities at the mission (operating unit) level. This includes designing and implementing both quantitative and qualitative evaluation studies and assessments as well as providing evaluation technical assistance for USAID/Colombia development programs. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/Colombia to comply with USAID’s Evaluation Policy.

Position Summary:
The Lead Evaluation Expert shall be responsible for leading the design and implementation activities. S/he will work with USAID technical staff to develop the methodologies necessary to meet the deliverables required in the SOWs for evaluation tasks. The Lead Evaluation Expert will be the lead analyst for interpreting the results of surveys and other field data and be responsible for report preparation.

Responsibilities: • Design and supervise impact and performance evaluations. • Oversee the preparation of reports of evaluations undertaken. • Recruit and supervise consultants and sub-contractors under the guidance of the COP. • Coordinate with USAID and key counterparts on the content of evaluations.
Qualifications:
• A Master’s Degree in social sciences, statistics, or related fields. • At least 10 years of progressive experience in designing, implementing, managing, and analyzing the results of both performance and impact evaluations of development projects. At least three of these years should be in Latin America. • At least five years of experience implementing quantitative and qualitative data collection and analysis for evaluations and assessments, including experience with sampling methods, database management and statistical analysis. • At least five years of experience leading evaluation teams, or research teams. • Excellent team management and interpersonal skills. • Fluency in spoken and written English and Spanish.
