Supply of up to 115 MW of New Generating Capacity from Renewable Energy Sources on a Build, Own and Operate Basis
The Office of Utilities Regulation (the Office/ OUR) invites interested entities to submit proposals for the supply of one or more plants of varying configurations greater than 100kW and up to 115 MW of renewable generating capacity to the national grid on a Build Own and Operate (BOO) basis.
BACKGROUND
The OUR is a multi-sector regulatory agency which was established in 1995 by the Office of Utilities Regulation Act from which it derives its mandate to regulate the provision of certain utility services in Jamaica.
The Ministry of Science, Technology, Energy and Mining (MSTEM) is responsible for the energy sector. The Ministry, in its National Energy Policy (NEP) 2009 – 2030 has identified fuel diversification and the development of the country’s renewable energy sources as two of its main objectives. The request for renewable electrical energy and/or capacity from renewable sources is in keeping with the Government of Jamaica’s (GOJ) target for renewable energy sources by 2015.
Based on the projected energy supply mix for 2015 in conjunction with the NEP, 115 MW capacity from renewable energy sources is required to be commissioned by 2015, which is the subject of this Request for Proposal (RFP).
ELIGIBILITY TO TENDER
Interested local firms must submit a copy of a valid Tax Compliance Certificate (TCC) with their Proposal.   Interested foreign firms, while not required to be in possession of the TCC at the time of proposal submission, must provide a valid TCC at the time of contract signing.
Failure to adhere to these eligibility requirements will result in the disqualification of the Proposal.

SUBMISSION OF PROPOSALS                  
Proposalsmust be marked appropriately and deposited in the Tender Box provided at the address below by 3:00 p.m. Eastern Standard Time (EST) on Tuesday April 2, 2013.

Proposals must be accompanied by a non-refundable processing fee of Eight Thousand United States Dollars (US$8,000.00), along with the required Proposal Security. However, the fee will be refunded to Applicants who submit Proposals that are disqualified based on the terms governing submission requirements at the Proposalopening.
Electronic bidding will not be permitted and late Proposals will be rejected. 
OPENING OF PROPOSALS
Proposals will be opened publicly at 3:15 p.m. (EST) on Tuesday, April 2, 2013in the OUR’s main Conference Room. Bidders or their representatives are invited to attend this opening.
