UNICEF Chief Child Survival & Development, P-4, Port Moresby, Papua New Guinea


Purpose:
Under the general guidance of the Deputy Representative, you will be responsible for the development, planning, implementation, monitoring and evaluation of the Young Child Survival programme (Health, Nutrition and HIV/AIDS) within the context of Delivering as One UN Country Programme.
Qualification:
Advanced university degree in Health, Social Sciences or a related technical field.*
Eight years of relevant work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in a related field. Fluency in English and another UN language. Knowledge of the local working language of the duty station is an asset.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
  1. Provide inputs to the Situation Analysis and its periodic update; Participates in the formulation and development of maternal, newborn and child health, nutrition and HIV/AIDS especially on PPTCT related programme goals, strategies and approaches in Country Programme Development (CPD), UNDAF and UNDAF Action Plan/common Country Programme Action Plan (i-CPAP)for UNICEF’s contribution to the One UN Country Programme in accordance with UNICEF Medium Term Strategic Plan (MTSP)
  2. Together with the government partners and other UN agencies, develops the UN Joint Annual Health Workplan for maternal, newborn and child health, nutrition and HIV/AIDS especially on PPTCT programming and monitors compliance to ensure objectives and targets are met and achieved. Collaborate with other programme colleagues for inter sectoral interventions/approaches for better synergies for children when appropriate
  3. Participates with government and other partners in the development of maternal, newborn and child health, nutrition and HIV/AIDS especially on PPTCT related polices and strategies and identification of new approaches for improving programme delivery, with emphasis on advocacy, communication for behavioural change, community participation and social mobilization.
  4. Provides technical support to government and non-government organizations at the national and sub-national levels in the planning, development and implementation stages of the programmes/projects. Reviews and evaluates the technical, institutional and financial feasibility and constraints of programmes/projects in coordination and collaboration with government and other partners.
  5. Participates in establishing effective monitoring, information and reporting systems. Undertake field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts, other UN agencies and partners. Proposes and/or undertakes action on operational procedures affecting project management and implementation to accelerate programme/improve programme delivery.
  6. Guides and supervises professional and support staff in the section for the achievement of the intended programme goals and results. Ensures their training needs are met, and provides on-the-job training.
  7. Coordinates with Operations/Supply staff on supply and non- supply assistance activities. Approves disbursement of funds ensuring proper utilization and accountability, and that activities are within established plans of action, and the programme budget allotments.
