Technical Advisor III: Senior Implementation Research Advisor


The Global Health Fellows Program II (GHFP-II) seeks a Senior Implementation Research Advisor (GHFP II-P2-063) to work within the Nutrition Division of the Office of Health, Infectious Diseases and Nutrition. Assignment: 2 year fellowship. GHFP-II is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID).
The Senior Advisor is a member of a multidisciplinary team focused on the accelerated uptake and use of research and research translation activities undertaken in support of the achievement of the Agency’s development objectives. The Technical Advisor will join a team responsible for technical oversight and coordination of applied, evaluative and implementation research, technology development, as well as research translation/introduction activities undertaken through four cooperative agreements and a grant to WHO undertaken in conjunction with other USAID and partner activities. While the historical foundation of the portfolio focuses on maternal, child and newborn health, research and technology development, and research translation/introduction challenges, it also includes significant malaria and other infectious diseases, nutrition, family planning, and health systems related-work undertaken in support of achievement of a research-to-use strategy.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
• Master’s degree in public health or related discipline with expertise in interdisciplinary health services, operations, implementation research; PhD in public health preferred
• Minimum 10 years’ experience in public health or a related field, with 3-5 years’ experience in an international or resource challenged setting
• Knowledge of health services/implementation research and evaluation methodologies, program design, and implementation, as well as direct experience in translating research into use
• Demonstrated ability to work in a multi-site and multidisciplinary team-based organizational structure, including partners and other collaborators; experience with cross-cultural teams
• Demonstrated technical leadership, policy experience, and problem solving skills working on and providing expert oversight of complex projects in a highly sensitive environment
• High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs
• Track record of working effectively with a broad range of partners, and in a team environment and communicate highly technical health information to both health and non-health audience
• Strong interpersonal communication and excellent oral communication and writing skills
• Willingness and ability to travel internationally
• Computer skills in MS Word, Excel, Power Point, Outlook, and Access
• US Citizenship or US Permanent Residency required
