Project Summary: 
MSI is looking for a Local Economic Development Specialist (LEDS) for an upcoming USAID-funded local governance and local economic development project in Bosnia and Herzegovina (BIH).  The project will focus on strengthening municipal government capacity to support local economic growth and encourage local businesses and new investment; improve the regulatory environment for business and new investments; provide vocational training; and promote community participation in local economic development plans and projects.  
Position Summary:
The Local Economic Development Specialist will be responsible for carrying out the project’s activities to build LED capacity in the municipalities and communities participating in the project.  This will involve working with local government officials to designate LED municipal participants and team members and recruiting local business leaders in each municipality; coordinating and delivering training and capacity building services; and developing community projects that that support local economic development.
Responsibilities:
The LEDS will be responsible for conducting project activities with a cluster of participating municipalities and communities.  S/He will support local government officials with regard to creation of the local economic development team, training of local government, business, and community members of the teams; policies, projects, and public private partnerships that encourage and support new business, business expansion, vocational and job training.  The LEDS will also support regional cooperation for these purposes in the assigned geographic area.

Qualifications:
• A  bachelor’s degree in business, finance, investment banking, international development, or a related field
• At least 5 years of previous experience in a national or international development project supporting business development, local governance, or business and investment policy analysis and formulation, or vocational training
• Knowledge of local governance and/or business registration and business practices in BIH
• Experience developing and managing community development or business projects
• Excellent public presentation and project and report-writing skills
• Excellent English language skills
