Project/Proposal Summary:
In June 2011, MSI was awarded the Monitoring and Evaluation Program (MEP). MEP will provide verification, monitoring and evaluation reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary: Under the direct guidance of the Senior Advisor for Monitoring and the Director for Monitoring, the Senior Research Analysts will be responsible for conducting in-depth research and analysis on a task-by-task basis. Senior Research Analysts will be responsible for designing schemes for, providing support to, collecting and analyzing qualitative and/or quantitative data on a wide variety of subjects, and providing written products that will support MEP’s mission to help USAID effectively plan, manage and report on its activities and projects. Assignments are typically undertaken by a team of MSI staff and consultants. Senior Research Analysts will, at times, be expected to take a supervisory/ capacity building role in these efforts. As with all staff, Senior Analysts will be expected to work closely with Senior Management to identify opportunities and constraints to implementation of assignments. In addition to research and analysis, Senior Research Analysts may be asked to support other team members in their efforts to track and analyze performance data, verify and validate activities, and evaluate USAID projects and programs.

Responsibilities: • Interfacing with USAID and/or their implementing partners through designated channels/ staff. • Researching different subjects through document/data collection and review. • Developing data collection and analysis plans. • Developing data collection instruments such as key informant interview protocols, focus group discussion guides, observation checklists, and rapid survey manuals/code books/instruments. • Writing statements of work for enumerators and subcontractors for data collection efforts. • Collecting or managing/supervising data collection efforts/teams (this will involve travelling outside of Islamabad).
• Cleaning, editing, coding and preparing data, or supervising these efforts for data entry and analysis. • Analyzing qualitative and/or quantitative data and information. • Working with the GIS team to incorporate GIS data and mapping efforts into analysis and report writing. • Writing reports in a variety of USAID formats summarizing research and analysis in English. • Presenting research findings to different audiences. Qualifications: • Post-graduate degree in social sciences, development, economic or related field from reputed national/international education institution. • At least nine years (for master’s degree holders) or four years (for PhD holders) of relevant work experience in social and economic development projects with national and international development/donor organizations. • Demonstrated experience of undertaking primary research involving multiple methods. • Ability to travel throughout Pakistan.
• Ability to synthesize data, conduct analysis and write reports in English. • Ability to communicate in English and Urdu; and ability to work in other national languages (e.g., Balochi, Pashto, Sindhi, Saraiki).
• Knowledge of performance monitoring and/or evaluation preferred. • Highly organized work habits, attention to detail, and an ability to produce work products within tight deadlines. • Excellent interpersonal skills and ability to work in a diversified team, as well as maintain good working relationship with clients. • Demonstrated experience of using analytic software such as NVivio, SPSS and/or STATA preferred.
