Project/Proposal Summary:
MSI seeks a Director of Administration and Finance (DAF) for an upcoming USAID-funded local governance and local economic development project in Bosnia and Herzegovina (BIH). The project will focus on strengthening municipal government capacity to support local economic growth and encourage local businesses and new investment; improve the regulatory environment for business and new investments; provide vocational training; and promote community participation in local economic development plans and projects.

This full-time, multi-year position will be based in Sarajevo with required in-country travel to participating communities. The DAF will report to the Chief of Party and be responsible for logistical and administrative support to a diverse project team, personnel, and ensuring that administrative, financial, contact, procurement, and grants activities are carried out in a manner consistent with the objectives of the project and in compliance with USAID regulations and MSI policies and procedures.

• Ensure appropriate design, scopes of work, terms, monitoring, implementation, and reporting of the work of grantees, sub-contractors, and short tern consultants;
• Manage project start up, hiring, and personnel;

Qualifications:
• Advanced degree in international development, public administration, business, finance, or another relevant field preferred;
• At least 5 years of management and similar experience in other donor-funded activities; previous work experience with USAID projects preferred.
• Proven ability to manage and engage a diverse staff in multiple locations and foster teamwork and cooperation;
• Experience overseeing grants and finances on similar USAID-funded field projects;
• Knowledge of Bosnia and Herzegovina business, economic development, and investment policies and practices is useful;

• Must be fluent in English with strong writing skills.
