CGIAR Legal Officer


CGIAR is a global partnership that unites organizations engaged in research for sustainable development with the funders of this work. The funders, represented by the CGIAR Fund, include developing and industrialized country governments, foundations, and international and regional organizations. The work they support is carried out by 15 members of the CGIAR Consortium of International Agricultural Research Centers, in close collaboration with hundreds of partner organizations, including national and regional research institutes, civil society organizations, academia, and the private sector.

Primary purpose of the consultancy
Reporting to the CGIAR Consortium General Counsel, the Consultant will provide legal guidance and expertise in a range of fields including, Intellectual Property Law, Governance, Contracts, Intergovernmental Organizations.
Main duties and responsibilities:
In liaison with appropriate CGIAR personnel, the consultant will:
• Negotiate, draft and revise agreements including memoranda of understanding, partnership and funding agreements;
• Develop policies and standards for the CGIAR Consortium and /or CGIAR Research Programs, in particular in the fields of governance, dispute resolution and intellectual property law (Open Access, etc.);
• Contribute to the development of implementation guidelines for, and support the implementation of, the “CGIAR Principles on the Management of Intellectual Assets” by CGIAR Consortium members and partners;
• Provide support for the CGIAR Governance Review (review governance documents, analysing legal implications of any changes stemming from the CGIAR Governance Review and support implementation of such changes, etc.);
• Provide advice and guidance to a network of legal/IP practitioners from the CGIAR Consortium members in order to build capacity, leverage knowledge and ensure effective and consistent IP management;
• Coordinate the organization of workshops, consultations etc of legal/IP management in the CGIAR Research Programs and participate in CGIAR training events;
• Assist with issues related to the CGIAR Consortium obtaining its own headquarters agreement.
Essential qualifications & competencies:
• An advanced degree in Law, with a specialization in intellectual property law.
• Minimum of 5 years of experience in a law firm or as in-house counsel, including the practice of intellectual property law, preferably in an agricultural research context.
• Excellent knowledge of intellectual property law, preferably as applied to agriculture, environment and genetic resources related issues
• Experience in negotiating and drafting complex legal agreements.
• Excellent English language skills, both verbal and written. • Excellent analytical and problem solving skills.
• Demonstrated self-direction, judgment, discretion and initiative • Proficiency in relevant software packages (Microsoft Word, Excel, and PowerPoint).
Desirable competencies and qualifications:
• Working knowledge of French and/or other major languages
Terms and conditions: This is an internationally recruited consultancy. The consultant will be based in Montpellier, France, and will be contracted by Bioversity International on behalf of the Consortium Office. Compensation will be attractive and commensurate with the level of expertise and experience.
