Area Program Coordinator International Rescue Committee

IRC Central African Republic (CAR) seeks an experienced professional for the position of Area Program Coordinator. S/he will be a member of the senior management team and will work to ensure program quality and operational implementation, as well as growth where appropriate and feasible, and strong representation. S/he must be able to motivate and lead a diverse staff as well as effectively coordinate program implementation, partnership identification and management, proposal and report development, as well as budget planning and management. The Area Program Coordinator will be based in Kaga Bandoro, one of IRC’s two field sites, with periodic travel to the capital, Bangui. This position directly supervises Program Managers in Governance and Early Recovery and Development and also oversees day-to-day operations in the respective field site (other project possibilities are Women’s Protection and Empowerment and Child Protection).

SCOPE OF WORK:
The position ensures that programs address beneficiary needs and are implemented according to the IRC global sector strategies, donor guidelines, approved work plans and budgets, and in accordance with the IRC Program Framework. The Area Program Coordinator works in collaboration with senior management to address operational needs that affect program quality, and will supervise a national Operations Manager. 

The Area Program Coordinator reports to the Senior Program Coordinator and is a member of the senior management team who will participate in country program’s strategic planning.


RESPONSIBILITIES:
  • Oversee implementation of program activities at the site.
  • Work with Sr. Program Coordinator to develop new projects/initiatives, funding proposals, and ensure accurate, timely reporting.
  • Administer grants; ensure reporting systems, and manage budgets, including budget forecasting, expenditure tracking and work plans.
  • Coordinate closely with Senior Program Coordinator and other Area Program Coordinator to ensure information sharing and
  • Contribute to strategic planning for programs
  • Manage monitoring and evaluation plans to ensure program implementation is on track and program objectives achieved.
  • Serve on Senior Management Team.
  • Ensure information sharing and collaboration between sectors and the integration of their strategic interests during program development.
  • In coordination with the Operations Coordinator and base Operations Manager, ensure field office logistics, procurement, administration, security, and human resource departments apply IRC operational standards in their daily work, that procedures and policies are followed by all staff.
  • Coordinate with finance team and Program Managers on budget re-alignments and grant cost-extension requests in response to changes in programming.


REQUIREMENTS:
  • Degree (Master’s preferred) in international public policy discipline or related subject
  • At least five years’ management experience relief and development programs
  • At least three years’ experience in program and staff management
  • Exeprience in Africa
  • Previous successful experience developing projects and writing grant proposals for international donors such as World Bank, SIDA, ECHO, and UN Agencies
  • Excellent program management, project planning, budget management and organizational, interpersonal, and communication skills
  • Experience working in an multi-cultural setting
  • Ability to write clear and concise reports and to meet required reporting deadlines
  • Ability to work in unstable security environments with basic living conditions, and under administrative and programmatic pressures.
  • Excellent French and English (written and verbal) 
  • Technical skills in various sectors (governance, GBV, Early Recovery & Devel, etc.) would be an advantage
  • Ability to manage stress; work in large and multicultural teams.
  • Security experience a plus

Specific Security Situation/Housing:
The security situation in the country, although relatively calm, remains fragile, and security concerns require constant vigilance in the field. The APC will be accommodated at the IRC compound with other expatriate staff. The bases are equipped with electricity provided by a generator, TV/VSAT/internet, but there is currently no running water. Household amenities are covered by IRC except daily food costs and personal items.
