POSITION: Chief of Party: Bangladesh Cold Chain Alliance Project
LOCATION: Dhaka, Bangladesh
Effective with the release of this position announcement, Winrock International will be recruiting Bangladesh based applicants for the position of Chief of Party, BCCA, Enterprise & Agriculture unit. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION DESCRIPTION
POSITION TITLE: Chief of Party, Bangladesh Cold Chain Alliance Project (BCCA)
LOCATION: DHAKA, BANGLADESH
UNIT: Enterprise and Agriculture Unit, Winrock International
REPORTS TO: Senior Program Officer
PROGRAM SUMMARY:
The three year Bangladesh Cold Chain Alliance project (BCCA) will help modernize Bangladesh’s cold chain, moving it away from the current low-value farming model to one premised on quality production linked to urban markets. By linking private sector participants in the perishable goods value chain with new cold chain facilities and enhanced production techniques, the project will improve food quality and supply, support higher farm gate prices for producers and ensure a higher value end product to consumers. BCCA will emphasize private sector development and will work with both newly emerging and already commercially viable enterprises able to capitalize efficiently on new market chain linkages, credit and commercial opportunities. Implementation of international phytosanitary and regulatory standards will move current horticulture, fruit and fish production toward larger, more profitable markets. The project will improve farmer and fisherfolk production practices and prices while working with all actors along the value chain to reduce post harvest losses and improve product quality for the end user.
ESSENTIAL RESPONSIBILITIES:
• Innovatively manage a large budget, diverse staff, subcontractors and grantees to meet targets. • Assure compliance with Winrock and funder procedures, regulations and reports in all activities. • Maintain close coordination and relation with donor, project business partner, Winrock, other partners and stakeholders • Submit required periodical and technical reports to Winrock and funding organizations • Maintain liaison with government and other private organizations. • Implement project and promote project successes to the benefit of the people of Bangladesh.
OTHER RESPONSIBILITIES:
Develop entrepreneurial relationships and linkages to promote more income for farmers, higher quality food availability for consumers and for export with decreased post harvest losses.
QUALIFICATIONS AND EXPERIENCE:
Education: Minimum Master’s degree or Bachelor’s degree with equivalent experience in agriculture, marketing, or related field; with significant practical experience in the field and in managing development projects.
Work Experience: 12+ years’ management and experience overseeing international development programs preferably in agriculture development and marketing. Successful track record in managing staff and projects active in large cities to remote and difficult areas. Experience in job creation, business development, cold chain or value added agriculture enterprises or agriculture credit a plus. Experience in operating donor funded development project.
Skills: -Ability to motivate and inspire a diverse group of professionals and collaborators in a challenging environment -Instilling a strong sense of team work and goal accomplishment to program implementation. -Demonstrated knowledge of agriculture production and marketing processes from grassroots to highest levels -Ability to conduct sophisticated analysis of systems and alleviation of potential roadblocks. -Ability to communicate skills, experiences and results to others as a supervisor, trainer, advisor and program manager. -Substantial program management, report writing, grant management, financial management and supervisory experience -Demonstrated ability to build positive relationships with senior political and civic leaders, US and foreign government personnel as well as local leadership and farmer groups.
-Must have good computer skills in word processing, Excel, PowerPoint, email and internet.
Other: Fluency in English and Bengali required. Citizens of Bangladesh are encouraged to apply. Must be willing and able to travel to remote areas.
