Job Description – Vice President of Programs
Opportunities Industrialization Centers International (OICI)
Opportunities Industrialization Centers International (OICI) empowers local communities to build sustainable futures by providing technical and vocational skills development for individuals and families, and capacity development for local organizations, in areas such as agriculture, food security, and microenterprise. OICI seeks a Vice President of Programs to provide leadership and management of program operations, budgets and policy directions. The Vice President of Programs oversees program staff in headquarters and the field, and works closely with business development staff on outreach to partners and donors. As part of OICI’s senior management team, the Vice President of Programs also contributes to strategic institutional decisions to enhance impact, visibility and growth. OICI is headquartered in Washington D.C., with a network of independent affiliates in Africa and Haiti.
Responsibilities:
Program Leadership and Management (70%):
Lead the program team to implement OICI’s mission
Provide oversight and mentoring of program staff in headquarters and the field
Ensure quality and timeliness of deliverables and sound financial management
Identify and implement systems to increase program management efficiency and ensure knowledge sharing
Create systems to strengthen OICI’s relationship with its 19 independent affiliates, including the exchange of information on program activities, issues and lessons learned
Maintain excellent donor and partner relations
Business Development (20%) Work with business development staff to identify opportunities, build on program results and write new proposals
Serve as liaison with OICI’s network of independent affiliates for business development to implement joint programs and/or to share knowledge and skills to strengthen local capacity
Contribute to raising OICI’s profile through participation and presentations at international development meetings and conferences

Share knowledge of cutting-edge development issues and directions

Abilities:
Leadership skills and vision to advance OICI’s program commitments and strategies
Management skills appropriate to a multi-cultural, multi-lingual, multi-sited structure including ability to oversee program work plans, timelines, budgets, and monitoring and evaluation (M&E) plans
Excellent writing and communication skills
Flexibility and resourcefulness in working in a collaborative environment with multiple demands and short deadlines
Ability to travel internationally up to 50% of time, including on short notice if needed
Management skills appropriate to a multi-cultural, multi-lingual, multi-sited structure including ability to oversee program work plans, timelines, budgets, and monitoring and evaluation (M&E) plans
Excellent writing and communication skills
Flexibility and resourcefulness in working in a collaborative environment with multiple demands and short deadlines
Ability to travel internationally up to 50% of time, including on short notice if needed
Requirements:
At least five years as a manager of international programs with USAID programs preferred, and a total of ten years of international development experience including field work in Africa
Technical expertise in an OICI core area such as local capacity development, training, agriculture, food security, or microenterprise
Experience with proposal writing for private donors and government
Advanced degree in a related field
Proficiency in English is required; proficiency in French is desired
