Monitoring And Evaluation Senior Advisor Cardno Emerging Markets, USA

Cardno Emerging Markets USA, Ltd. (Cardno) is seeking candidates for a Monitoring and EvaluationSenior Advisor position for an upcoming USAID-funded health project in Uganda. 

The Monitoring and Evaluation (M&E) Senior Advisor will be responsible for developing the project M&E plan, ensuring data collection and analysis, and overseeing monitoring and improvement of project performance. S/he will work with Cardno’s home office staff in the development of M&E tools and applications, as required by the project’s results framework and activities timelines. The M&E Senior Advisor will design baseline and end line surveys, provide data and analyses needed for project management and reports, and support efforts to integrate M&E processes with those of the public and private sector health systems whenever possible. S/he will help document the project’s progress and achievements, and prepare briefings and presentations for donors, MOH officials and project partners.

Required Qualifications:

• Minimum 7 years in monitoring and evaluation of public health programs in developing countries. Uganda experience highly desirable.

• Familiarity with PEPFAR performance framework and indicators preferable.

• Excellent written and oral communication skills with experience in presenting to professional audiences.

• Bachelor’s degree or higher in statistics, social sciences, management and information sciences, or related field

• Organized individual with excellent writing skills, with proven experience in writing reports. Publishing experience preferred.
