Chief of Party, Evaluation and Analysis for Learning Project in Colombia
Project/Proposal Summary:
The purpose of this contract is to provide USAID/Colombia with technical and advisory services for evaluation activities at the mission (operating unit) level. This includes designing and implementing both quantitative and qualitative evaluation studies and assessments as well as providing evaluation technical assistance for USAID/Colombia development programs. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/Colombia to comply with USAID’s Evaluation Policy.

Position Summary:
The COP will be responsible for providing the vision and overall leadership to the team. S/he will be managing the Contractor’s technical assistance, training and overall support of the project. S/he will prepare and submit reports requested by USAID and coordinate USAID assistance with key counterparts.

Responsibilities: • Provide overall management of the project. • Write quarterly, annual and final reports to USAID. • Recruit and supervise staff, consultants and sub-contractors. • Coordinate with USAID. • Oversee program progress and program budget. • Design evaluation scopes of work and supervise evaluations.
Qualifications:
• A Master’s Degree in social sciences, business management or other related discipline. • At least 10 years of progressively responsible management experience, with at least five leading project management teams. At least three of these years should be in Latin America, preferably in Colombia. • At least five years of experience in conducting evaluations and/or assessments, of similar size and scope in developing countries. • Strong communication, writing and interpersonal skills. • Excellent team management and interpersonal skills. • Fluency in spoken and written English and Spanish.
