Shelter Manager

Role:
SCI has an existing Shelter program in Bekaa. The post holder described herein will be responsible for the set-up of a new Shelter program in Akkar. The position holder will be responsible for the capacity building of a new team and the implementation of Shelter, NFI and Rehabilitation activities in Akkar and will provide management over-site of any activities in Tripoli.

Emergency shelter and NFI programme activities are primarily based on the principle of self-aid and include:
- Distribution of quick fixing kits (QFK’s) in Informal Tented Settlements
- Construction of temporary shelters in Informal Tented Settlements
- Sealing-off of unfinished buildings and garages used for shelter
- Rehabilitation of unfinished buildings and garages used for shelter using a cash-based modality
- Distribution of NFIȁ 9;s
- Supporting other construction-related activities being implemented by the other programs (E.g. Rehabilitation of schools)

The Shelter Manager will be expected to represent SCI and the shelter programme at a regional and national level. They will be responsible for ensuring that all SCI Shelter activities in the relevant geographic areas are done in accordance with Save the Children’s policies and minimum standards.

This post is anticipated for a minimum of 6 months, but is likely to be extended depending on performance and speculative funding. The position is based in SCI’s office in Qobayat, Akkar with periodic travel to SCI offices in Beirut and Tripoli. The position holder will focus on operations in Akkar but will be expected to travel throughout North Lebanon and may be required to spend 1 day a week in Beirut in order attend internal and external meetings.

Key areas of accountability include:
Human resources an d capacity building
- In collaboration with the Shelter Advisor oversee the recruitment of appropriate personnel for the Shelter Team.
- Work in collaboration with Shelter Advisor to identify capacity building requirements for the Shelter Team members and develop capacity building plan for all Shelter national staff
- Conduct on-the-job training and conduct regular training sessions
- Ensure that policy and procedure is understood by new staff (e.g. procurement and finance requirements)
- Lead, manage and motivate staff under direct line management, ensuring that they have clear objectives and receive meaningful feedback on their performances

Programme management:
- With the Advisor and Field Manager, finalize implementation plans for each Shelter & NFI project
- Prepare regular work plans in line with the implementation plan and; ensure timely implementation of activities in line with the plans (including beneficiary registration, trainings, data collection and distributions).
- Ensure consistency in methodology and quality with other SCI Shelter programs in Lebanon
- Monitor budget/expenditure based on the implementation plans; and analyse Budget-versus-Actual (BVA) reports to assess any discrepancies and ensure timely expenditure
- With the Advisor, analyse information to select intervention sites; and analyse and evaluate monitoring data to understand impact of project and identify lessons learned for future programming
- Liaise on a regular basis with finance, logistics, and administration to guarantee the smooth running of programmes
- Supervise assessments and beneficiary identification. Liaise with refugees communities and ensure adequate information, communication, sensitization, mobilization, feedback collection
- Produce timely reports for internal and external use

Proposal Development
- Work with the Advisor to write proposals, including logical frameworks (and developing measurable indicators to measure outputs/outcomes) to secure funding for additional programming; ensure that appropriate measurable indicators are established
- Participate in the continuous assessment of mid and long term Shelter & NFI needs and ensure that it is appropriately reflected in sectoral meetings
- Work with colleagues from other sectors to ensure regular coordination at strategic and programmatic level; and ensure multi-sectoral programming
- With other team members (and communities), identify programme gaps and ensure appropriate action is taken
- Lead and conduct needs assessments to guide strategy development

Monitoring and Evaluation:
- Ensure clear plans in place for monitoring and evaluating project activities in relation to Save the Children and donor objectives; and that lessons learnt are share d and capitalized on
- Ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis
- Contribute to the development of data collection tools and databases
- Regularly visit project sites to ensure that teams are appropriately supported

Coordination and advocacy
- Represent SC at all relevant regional coordination meetings (e.g. Distribution, Shelter, WASH etc.) and other meetings and forums and take leading role to strengthen shelter aspects related to child protection and education.
- In collaboration with the Shelter Advisor, represent SC at relevant national level coordination meetings
- Regularly coordinate with UNHCR at regional level and build positive working relationship
- Maintain working partnerships and good communication with representatives of SC shelter partners and programmes (E.g. UNHCR, UNICEF, DFID, ERF, German FFO, DRC, NRC, PU-AMI , Medair, ACF, local NGOs etc.)
- Ensure that programme interventions continue to be informed by and integrated with other core sectors of SC, such as protection, education, Health and Food Security & Livelihoods (FSL).
- Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.
- The position holder may be expected to support Shelter and NFI distribution related activities elsewhere in Lebanon. This is contingent upon needs and resources.

Qualifications and Experience
- Minimum 7 years of work experience with at least 02 year work experience in NGO sector in an emergency/humanitarian or development context
- Minimum bachelor’s degree in Civil engineering, architecture, construction, urban planning or other Built Environment related field,
- Familiar with humanitarian sector, donors, technical aspects of humanitarian Shelter, Sphere standards, distribution s and Humanitarian principles
- Familiar with liaising with NGO’s and UN bodies
- Strength in interpersonal, communication and presentation skills and teamwork
- Familiar with construction; tendering, contracting, construction monitoring etc.
- Proficiency on Microsoft Word, Outlook and Excel,
- Good time management and organizational skills
- Fluency in written and spoken English

Flexibility and willingness to change work practices and hours, and capability to work in insecure environment
