Project Profile:
Partners in Health (PIH), Zamni Lasante (ZL) and the MSPP recently opened the University Hospital (UH) at Mirebalais. Located in the town of Mirebalais, 30 miles north of Port-au-Prince, the 300-bed national teaching hospital represents the biggest reconstruction project in the health sector launched in Haiti since the January 2010 earthquake. A national referral facility and teaching center, University Hospital was designed and built in response to a direct request from the Haitian government in accordance with the national plan to decentralize access to care and medical education. The medical campus, encompassing eleven buildings, will offer a new standard of care and provide high-quality education for the next generation of Haitian medical students, resident physicians, nurses and other clinical staff.

Job Description Overview:
The Medical Informatics Implementation Manager will be the analytical lead on the implementation of electronic Health Information Systems (HIS) such as OpenMRS, an open source, web-based Electronic Medical Record system, and OpenBoxes, an open source internal supply chain management system. These functions are essential in order to achieve PIH and ZL’s primary goal of providing a data-driven approach to quality patient care and creating an environment of continuous quality improvement. Under the direction of the Director of HIS, and working with clinical department leads and various other stakeholders, he or she will define functional requirements, collaborate with staff to design systems for capturing and reporting data and play a lead role in end-user training and application support. He or she will be the main point of contact between UH and the Boston-based Medical Informatics team, as well as third-party software vendors.

1. Work with clinical and non-clinical staff to map workflows and processes and identify requirements for data collection, reporting and use.
2. Create high-level functional requirements of HIS systems based on the results of user interviews, process documentation and other business analysis.
3. Work with the Boston Medical Informatics and local implementation teams to translate functional requirements into actionable release plans.
4. Collect and document best practices and algorithms that can be used to facilitate decision support for clinicians and other end users.
5. Work with the Director of HIS to facilitate the collection of feedback from end users and UH leadership to guide the improvement of OpenMRS, OpenBoxes, PACS and other HIS systems.
6. Deliver concise, prioritized requirements to the Boston-based Medical Informatics team and third-party consultants.
7. Work with the Director of HIS, clinical leadership and M&E to ensure data is available for reporting and utilization.
8. Use database queries and available reporting frameworks to provide clinical and program staff at University Hospital with access to reliable, actionable data.
9. Supervise and facilitate the development of user training materials and support structure for the use of EMR, PACS and other HIS systems at UH along with the application support staff.

1. Excellent management and communication skills.
2. Bachelor's degree in information systems, public health, business management or other relevant field; Master’s degree a plus.
3. 4+ years of experience in high level data management or medical informatics. Experience with technical project management a plus.
4. Proven experience with information technology systems or business analysis.
5. Basic technical/IT skills as related to application support a plus.
6. Strong organizational skills and ability to work in a culturally diverse environment.
7. Great interpersonal skills and a genuine desire to learn new skill sets.
8. Demonstrated experience at working well with senior and peer management, all levels of end users, and peers in high-pressure situations and complex environments.
9. Proficiency in English and French or Haitian Creole required.
10. Comfortable living in a rural area with ability to take initiative and work with minimal direction.
