GRANTS AND CONTRACTS MANAGER, AFGHANISTAN
Tetra Tech ARD (http://www.ardinc.com) is currently accepting expressions of interest from qualified Grants and Contracts Manager candidates. The Rule of Law Stabilization Program – Formal Component (RLS-F Program) is designed to support two pillars of the US Government Rule of Law Strategy and continue USAID assistance to the rule of law in Afghanistan. The two pillars of this strategy are: 1) building capacity and addressing corruption within the justice sector; and 2) building the leadership capacity of the Afghan government’s justice sector and civil society. The RLS-F Programs supports this strategy through the following objectives: 1) building the capacity of the judiciary and law schools; and 2) strengthening public legal awareness. This position is hired under Tetra Tech ARD, but will report to both Tetra Tech DPK and Tetra Tech ARD personnel and home offices.
RESPONSIBILITIES The responsibilities of the Grants and Contracts Manager include, but are not limited to, the following:
GRANTS COMPLIANCE
*Provide support to the field technical staff and project management team for interpretation of USAID’s GUC regulations to ensure full compliance; *Assist the Chief of Party (COP) and both Technical and Operations Deputy Chiefs of Party (DCOPs) to develop project-specific grants management plans in accordance with USAID regulations, polices, and procedures and Tetra Tech DPK/ARD Home Office guidelines; *Demonstrate substantial knowledge of USAID grants management requirements, which includes technical and financial accountability, technical assistance required to implement grant projects, monitoring and evaluation and full compliance to USAID regulations; and *Maintain regular research and data gathering on changes to USG regulations pertaining to grants management.
GRANTS IMPLEMENTATION/ADMINISTRATION *As directed by the Chief of Party (COP), Deputy Chiefs of Party (DCOPs), and ARD home office Contracts Specialist (CS), provide grants-start up support out in the field to establish formal grants programs; *Establish grants program by providing training to local staff in grant activity solicitation, review and selection, pre-award process, monitoring, and close out systems; *Develop project-specific grants management system for the RLS-F Program; and *Internal audits of grants programs as requested by the DPK/ARD home office Project Managers.
CONTRACT COMPLIANCE/ADMINISTRATION *Review all contracts for compliance with USAID and Tetra Tech ARD regulations; *Ensure the proper administration of all contracts, including ensuring that all contracts are current, paid-to-date, and fully executed; and *Report to the COP and, as requested, to the DPK/ARD home office Project Manager and ARD home office Contracts Specialist regarding the status of all contracts.
ESSENTIAL QUALIFICATIONS *Bachelor’s Degree, with experience in project management, international development, or relevant business-related fields; *Minimum of 3 years of experience in project management (preferably USAID projects), USG acquisition and assistance instruments, or other federal government contracting/subcontracting/grant-making experience; *Strong interpersonal communication skills; *High level of reliability, initiative, and follow-through; *Very strong organizational skills (multi-tasking) and high attention to detail; *Must be very effective working in a fast paced and sometimes demanding work environment; *Must be an energetic and enthusiastic collaborative team player; *Knowledge of Microsoft Word, Office, and Excel; *Fluency in spoken and written English required.
