1. GENERAL DESCRIPTION
One of the main focus of HealthNet TPO is financing health care in areas where war, violence and natural disasters (still) have an impact on daily life. With support from HealthNet TPO,  the  Cambodia Child Health Alliance (RACHA) started implementing the Community Based Health Insurance (CBHI) scheme “My Family’s Health” (MFH) in the Prey Veng Province at the end of 2009. ACHMEA has committed itself to provide technical and financial support over the next years.  Under the umbrella of an extended programme proposal “Food security with Care in Cambodia”, the MFH will soon embark on the preparation and implementation of a more comprehensive strategy which aims to connect health insurance to income generating activities in Cambodia. Within the context of the new strategy forces will be joined with another local partner the Cambodian Health Committee (CHC), which will be coordinated by HealthNet TPO. HealthNet TPO together with its local implementing partners RACHA and the CHC will assist communities in building cooperative associations that will manage the scheme and reinforce social protection and economic empowerment. The following months will be important for the coordination, preparation and formulation of activities.
In addition, HealthNet TPO is currently a consortium member within the programme called “Fanning the Spark” in Burundi.  The aim of the programme is to increase food security at village level based on agricultural risk adaptation and investments in crop production which will be triggered by better financial and health conditions of farmer families in Burundi.  The project is being coordinated in Burundi within the context of the existing HealthNet TPO presence.  However, the project management is a joint exercise between the partners, where Achmea takes the lead in income security aspects, Alterra leads the sustainable agriculture approach, and HNTPO works on community strengthening to mobilize participants and health care provision. HealthNet TPO’s deliverables within “Fanning the Spark” are to design, set–up and roll out a community based health insurance for the target population with the technical support from Achmea. In addition, an accreditation procedure for health providers, output-based contractual agreements combined with rigorous monitoring and evaluation will be designed and introduced. The community system strengthening activities will aim to assist in rebuilding trust among their members. The project is currently in the inception phase and will start the implementation phase in October 2013.
2. PURPOSE OF POSITION
Within the framework of the above mentioned project activities, HealthNet TPO is seeking a Maternity Cover for the Program Development Coordinator – Health Financing & Public Health position for a period of five months for 24 hours per week. The purpose of the engagement will be ensure that the coordination, planning and communication activities within HealthNet TPO itself as well as with its consortium partners is proactive and efficient.
3. CORE RESPONSIBILITIES AND TASKS:
Overall, the candidate will be taking on the responsibility of coordinating and providing Technical Advice within the area of Health Financing specifically in the area of the CBHI schemes in Burundi and Cambodia.
For the specific programme activities this will mean that:
(1) Within “Fanning the Spark” the candidate will be asked to:
 Actively participate in working group meetings and other consortium meetings;
 Ensure the quality of the methodology and design of programme research activities within the framework of “Fanning the Spark”;
 Contribute to the preparation of project deliverables (such as the results report of a feasibility study by the end of December 2013/January 2014 and the   business plan for the Micro Health Insurance Scheme by March 2014 etc.) in collaboration with the local team;
 Ensure that the final products of the deliverables are being submitted to the consortium leader (Achmea) on time.
(2) Within “Food security with Care in Cambodia’ the candidate will be asked to:
 Coordinate the communication between the local project partners and the Achmea project team;
 Contribute to finalizing the activity planning in collaboration with the project partners;
 Coordinate the implementation of the new strategy;
 Contribute to write the donor activity and financial reports as stated in the project plan in collaboration with the project partners.
Within the context of the replacement period the candidate may also be asked to fulfill other activities such as to participate in fund raising activities and project proposal writing – if needed during the replacement period.
4. PROFILE
 Advanced University Degree in Health Sciences/ Public Health/ Health Economics / Epidemiology;
 Familiar with health systems in low income countries (e.g. primary care, referral systems, care packages, relevant stakeholders in the system);
 Familiar with relevant health financing modalities (e.g. User Fees, Health Insurance, Public Financing systems, Donor Funding, Performance Based Financing);
 Relevant work experience, preferably with international (research) project;
 Fluency in Dutch and English (French is an advantage);
 Proposal writing skills.
 Good organizational and monitoring skills;
 Good communications skills with professionals from various backgrounds;
 Representative, pro-active, decisive, supportive, flexible and enthusiastic attitude;
 Cultural sensitivity;
 Willing to travel to Burundi and/or Cambodia if necessary;
 Holds Dutch work permit.
5. TERMS AND CONDITIONS
The contract will be for five months. Contract hours 24 per week. Salary scale 6 (gross monthly wage between € 2.840 and maximum € 3.900 based on a 40 hour work week). Terms and conditions as specified in the conditions of employment of office personnel.
