ACAPS Information Analysts

The Assessment Capacities Project (ACAPS) is an initiative of a consortium of NGOs. ACAPS aims to support improved needs analysis in emergencies by providing an experienced and well trained deployable capacity to support in-country needs analysis expertise before, during and after crises. ACAPS' goal is to improve effective humanitarian responses through the provision of improved, context-specific information on humanitarian needs.
This will promote more coherent and effective humanitarian responses, Common Humanitarian Action Plans (CHAPS), Consolidated Appeals (CAPS) and Flash Appeals that are better informed by humanitarian needs, well targeted funding, more accurate baseline information on which to base preparedness and future response and in-country capacity that is better prepared to conduct effective and timely coordinated multi-sectoral assessments.
To achieve this, ACAPS aims to deploy highly qualified, experienced, pre-selected and pre-trained individuals with needs assessment and information analysis profiles. To this end, we are seeking additional Information Analysts for the ACAPS roster. 
ACAPS Information Analysts can be seconded to UN agencies or other relevant stakeholders in crisis areas. When seconded to a UN agency the Information Analyst is officially regarded as ‘Type II Gratis Personnel’ or ‘Experts on Mission’. Although not considered as official staff members of the hosting agency, ACAPS personnel should perform their duties under the authority and in full compliance with the agency to which they are seconded. 
Candidates will be expected to work under pressure - on occasions in a highly stressful environment, be able to cope in a competitive international environment and to manage conflicting priorities. 
An ACAPS deployment typically lasts from 4 to 12 weeks and those accepted to the roster need to be prepared to take on missions of various lengths. Before deployment, ACAPS Roster members will be required to participate in one week of training covered by ACAPS.

Job description
ACAPS Roster Information Analysts will perform and carry out the following specific duties and responsibilities:
  • Provide data management and analysis support to the implementation of coordinated multi-sectoral assessment processes in countries experiencing crisis. This will include the development, with humanitarian stakeholders, of an agreed context-specific approach and methodology and will involve working within a team of humanitarian partners that may include cluster leads, government representatives and other consultants such as statisticians, GIS experts, spatial epidemiologists, anthropologists and household survey experts.
  • Provide support with secondary data analysis on humanitarian situation and needs in countries of operation, focusing on identifying key humanitarian gaps.
  • Oversee establishment of assessment-related database and facilitate data analysis and preparation of related information products.
  • Ensure user-friendly data is widely available to inform relevant planning and fundraising tools (Flash Appeal, Consolidated Appeal Process, government planning) and future planned assessments.
  • Qualifications
  • Fluency in written and spoken English is essential as this is the working language.
  • Fluency in written and spoken French, Spanish or Arabic is highly desirable.
  • 5-7 years of experience (minimum 3 years field experience) in assessment design and data management (including reporting and drafting skills) in humanitarian contexts
  • Significant experience in assessments, with knowledge of different data collection methodologies. Knowledge of assessment indicators for monitoring and evaluation in disaster contexts, including SMART and SPHERE, and cluster specific indicators used elsewhere
  • Demonstrated ability to work effectively in emergency and/or complex operations within a multi-cultural and multi-agency environment
  • Experience of managing, training and supporting staff
  • Proficiency in database software such as ACCESS, STATA, SPSS, R, and/or other statistical programmes
  • A working understanding of the IASC Humanitarian Coordination system
  • Relevant university degree or higher education
  • Valid international (manual) driver's licence
