Organizational Setting and Reporting
The Economic Commission for Latin America and the Caribbean is one of the five regional commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Responsibilities
The incumbent will work closely with the Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC) to plan, develop and implement the
programme of work of the Economic Development Division. The Director of the Economic Development Division will perform the following duties:
Formulates and implements the substantive activities of the Division, which encompass the regular work programme as well as the technical cooperation projects provided to member countries.
Designs and coordinates research activities, with attention to their approach, substance and methodology, training activities and the provision of resources and services aimed at the transfer of technical and managerial skills for the purpose of building up national capacity in the countries of the region.
Co-ordinates and oversees the preparation of reports to intergovernmental bodies, such as the annual flagship publications of the Division known as 'Economic Survey of Latin America and the Caribbean' and 'Preliminary overview of the Economy of Latin America and the Caribbean'.
Interacts with other international organizations, bilateral cooperation agencies and non-governmental organizations in the planning and implementation of the above activities, including promotion and follow up of research projects carried out in cooperation with other ECLAC Divisions and Offices as well as other UN organizations and regional institutions.
Recruits, manages, guides, develops and trains the staff of the Division.
Leads and supervises the substantive preparation and organization of conferences, meetings and seminars, with the participation of high-level experts and government officials.
Participates in and represents ECLAC at international, regional or national meetings and maintains permanent contact with Latin American and Caribbean governments and regional institutions as well as with international organizations.

Education
  • Advanced university degree (Master's degree or equivalent) in economics or related field is required.
  • Specialization in macroeconomics or microeconomic management or development issues is desirable. PhD is highly desirable.
  • A first-level university degree in addition to relevant experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of fifteen years of progressively responsible experience in the field of economic development research and analysis, policy formulation and implementation, and economic
development programmes is required. Experience in a high level government office in Latin America and the Caribbean is desirable. Extensive experience in institutional relationships with national governments and international organizations is an asset. At least five years of relevant international work experience, such as in an international organization would be
desirable. Academic experience is also desirable.
Languages
  • English and French are the working languages of the United Nations Secretariat.
  • For this post, fluency in both Spanish and English is required.
  • Knowledge of Portuguese or French would be an asset.
Assessment Method
Candidates found to be suitable will be invited to a competency-based interview and will be subject to other assessment methods.
