Unit Chief (Head of Secretariat - TADAT) - FADAI, Washington, DC

The Fiscal Affairs Department (FAD) is establishing a Secretariat that will manage a new global initiative, the Tax Administration Diagnostic Assessment Tool (TADAT). TADAT is an initiative of a number of donor countries, the IMF, and the World Bank (the TADAT partners). The TADAT program is a major new initiative intended to provide a standardized and objective assessment of the relative strengths and weaknesses of the administration of a country's tax system. It is part of the wider agenda of the international community to help countries strengthen their tax systems to better mobilize the domestic revenue they need to provide essential goods and services to their citizens in a sustainable and economically sound way. TADAT assessments will provide country authorities and other stakeholders with a better understanding of the health of their tax administration system, the reforms required, the relative priorities for attention, and, by doing this, help form the basis to help develop plans for future reform initiatives.
The Head of Secretariat will report to a Deputy Director in FAD, and will lead a small unit of 3-5 professionals. He/she is expected to oversee the finalization of the technical design of the diagnostic tool and future management, planning, implementation and monitoring of the TADAT program.
Key responsibilities will include\:
  • providing secretarial support to the TADAT Steering Committee;
  • proposing operational strategies and procedures for Steering Committee endorsement;
  • preparing an annual TADAT work plan and budget for Steering Committee endorsement;
  • promoting the TADAT “brandâ€, which will include management of a website;
  • providing services and implementing procedures that promote the delivery of high quality assessments, for example though implementing a process to accredit assessors and carrying out quality control of TADAT assessments;
  • consulting and coordinating with TADAT partners and other stakeholders on TADAT activities;
  • reporting to the Steering Committee on progress in implementing the annual work plans and budgets, as well as on progress against result targets through periodic monitoring reports and special studies; and
  • representing the TADAT externally, in consultation with the Steering Committee Chair, as relevant.
The successful candidate should have strong strategic thinking; and strong analytical, oral, and written communication and interpersonal skills. It is expected that the successful candidate will have at least 10 years of senior management experience in a modern tax administration environment or an extensive practical understanding of strategic and operational performance management of tax administration, together with project implementation and management of change experience - given the developmental nature of the role in the next two to three years. Experience in technical assistance delivery would be an advantage, as would knowledge of international organizations engaged in revenue administration reform and organizations representing tax and customs administrations.
