Background / General description:
International Finance Corporation (IFC), the private sector investment arm of the World Bank Group (WBG), is the largest multilateral provider of financing for private enterprise in developing countries. IFC finances private sector investments, mobilizes capital in international financial markets, facilitates trade, helps clients improve social and environmental sustainability, and provides technical assistance and advisory services to businesses and governments.

An opportunity exists within IFC's Corporate Information and Technologies Department (CIT) for an Information Officer to support IFC’s Partner Quality Improvement Program (PQIP).

A. PQIP Business Objectives

The Partner Quality Improvement Program is a key component of the overall business strategy of the IFC. PQIP will improve the IFC’s operations by ensuring that information on companies (Partners) that it does business with is accurate, complete and reliable. The overall goal of the program is to:

1. Improve the quality of Partner data by identifying the “Golden Partner” – one single, unique record for each Partner – by using an external vendor to validate and enrich Partner records. A “Golden Partner” record is defined as a complete set of partner information including company name and address that is necessary for all lines of IFC business to engage with the Partner;

2. Change critical business processes under the umbrella of an appropriate governance structure so that a middle-office quality function is established to ensure accuracy of partner/client data as a prerequisite for usage across IFC's business; and, 

3. Provide reporting capabilities and critical pieces/inputs for the long-term health and stability of planned IFC systems. 

B. PQIP Business Impact

The Partner Quality Improvement Program will be able to provide:

1. Critical clean partner/client data to new systems;

2. Reduce false positives for IDD checks;

3. Reduce reputational risk and allow for greater transparency and accuracy of information disclosed to the public;

4. Allow Relationship Managers to better understand their clients, as well as historical IFC relationships for clients, client groups, suppliers, equity partners, donors, etc.; 

5. Enable informed decision-making with the help of more accurate data to support client group exposure, sector exposure, and economic capital allocations, among others;

6. Increase efficiency throughout the Corporation by not having to struggle to find partner/client information and reconcile multiple conflicting details; and,

7. Allow IFC staff to know, at the push of a button, with whom IFC deals by country and/or partner type.
Duties and Accountabilities:
CIT is seeking an individual to serve as the Data Quality tool specialist for PQIP.

The staff will be responsible for the following activities:

1. Work in collaboration with business stakeholders to clean the data by profiling, standardizing, and consolidating data using the Informatica Data Quality tool. 

2. Develop data quality reports from the Informatica toolset using JasperSoft.

3. Build, debug, and execute data quality mappings, as well as integrate mappings into Informatica PowerCenter.

4. Develop the deployment documentation (descriptions of the mapping, process flows, run books, lists of rules, etc.).

5. Collaborate as needed by the IFC Informatica administration team for the installation of the Informatica Data Quality tool, the Informatica Power Center and MDM in development, test, stage, production and disaster recovery environments

6. Participate in the development of the test plan.

7. Execute test scripts and document defects when required.

8. Coordinate the resolution of defects.

9. Participate in the feasibility study that will identify the strategy and plan required to integrate new Partner 2.0 database with all upstream and downstream systems that input or consume IFC partner data.
Selection Criteria:
A successful candidate would have:

1. Experience with Informatica PowerCenter, Data Quality and Data Director is required. 

2. Knowledge of data quality processes, including profiling, standardization, matching, and consolidation.

3. Excellent data analysis and consolidation skills and the ability to write complex PL/SQL queries to support those skills.

4. Master of Science in Computer Information Systems or equivalent experience.

5. Five or more years of solution development/deployment experience, preferably on enterprise Data Integration/Data Quality and CRM projects.

6. Experience with Master Data Management, data quality/cleansing projects which utilized technology such as Informatica MDM or similar is preferable

7. Experience with the following technologies: MS Office, MS Project, MS Visio, BI tools such as Business Objects and/or Cognos, and databases such as Oracle.

8. Excellent communication and negotiation skills at all levels of the organization
