IFC is comprised of three operational areas: Investment operations, Advisory Services and IFC Asset Management Company. IFC Financial Products and Investment Services Include: Loans, Syndicated Loans, Equity Finance, Structured Finance, Risk Management Products, Local Currency Financing, Private Equity & Investment Funds and Trade Finance. IFC provides Advisory services in emerging markets to private sector, national and local governments regarding how to improve their investment climate and strengthen basic infrastructure. Information technology is an integral part of the core business functions at IFC. Corporate Information & Technologies (CIT) along with other units in the WorldBank Group Information & Technology Solutions (ITS) provides comprehensive IT support for IFC. The application landscape encompasses a wide variety of COTS and custom solutions. The technical landscape is continuously updated & some of the core technologies include Oracle, Java, IBM Websphere Portal, .Net, Alliance/SWIFT, Documentum, SharePoint, MS Exchange, C++, and many others. A plethora of IT Risk Management & Quality Assurance products are also used for an enhanced value of Service delivery. 

IT at IFC includes services ranging from application development, support, IT risk management, information security and Enterprise Architecture.

Delivery of these interleaved and interdependent IT projects require good project management practices and well-orchestrated planning & monitoring. An efficient Program Management function is key to this exercise. CIT is seeking a competitive individual to lead this function. 

The candidate will assume direct responsibility for monitoring the alignment of project plans, inter-dependencies, program risks, program schedule slippages and reporting. The candidate will report to the Manager of the CIT Service Quality unit (CITSQ) with an emphasis on standardized PM practices and orchestrating delivery across the various WBG ITS Units.

In this role, the candidate will be responsible for establishing standards, guidelines, templates, checklists and processes for effective project management. She or he will monitor alignment of project plans, project inter-dependencies and schedule slippages. The candidate should understand the organization processes, priorities and projects and will be responsible for ensuring timely preparation of consolidated program level reports to delivery teams and management.
Duties and Accountabilities:
Process Standardization

- Custodian for all project management methodologies, processes, standards, tools and artifacts 

- Establish and maintain standards, guidelines, templates, checklists and processes for effective project management aligning with the central ITS PMO 

- Establish consistent SDLC processes for Application Delivery units across all portfolios 

- Establish agile development processes for application delivery across all units

- Continually improve PMO processes in planning, sourcing, budgeting (in collaboration with the Financial Management team) and project management best practices

- Develop standard models for estimating projects and collect actual level of effort for enterprise project management repositories for future use

- Ensure all Project Managers delivering for IFC have the Project Management tools and training required to perform Project management tasks effectively and consistently across the board 

- Be responsible for fixing any Project Management process related audit issues

Program Oversight and Reporting

- Maintain oversight of IFC’s entire IT work program 

- Provide consolidated program level status updates periodically to CIT and ITS management, including deliverables from ITS units 

- Manage IFC project dependencies on environments, infrastructure, etc., and delivery conflicts across-portfolios, ITS units and IT Operations 

- Ensure overall reports are reliable, timely and incorporate inputs from functional units as well 

- Review deliverables, milestones, financial status and interdependences at program level (including deliveries from ITS units) 

- Analyze cost and delivery and perform trend analysis across years for CIT. 

- Identify and mitigate program risks and resolve program issues. Escalate issues promptly to CIT management and follow-up with appropriate ITS unit 

- Ensure standard project details, such as, Name, description, sponsors/stakeholders, delivery units, Client relationship units, Start/ End dates, business benefits, project closure (lessons learnt), etc. are captured for all IFC projects in a central place for future reference long after project is completed

- Validate project plans for adequacy and alignment with the IFC’s IT program plan and clear Project execution plans and approval requests for approval by 

Senior Management

- Facilitate Budget and Governance Tracking (In coordination with Budget team)

- Maintain the project portfolio

- Maintain historic project information and performance metrics

- Monitor the Total Cost of Ownership of systems and evaluate impact on recurring maintenance costs for IFC

- Work closely with Finance & Budgeting function on project approval, budget loading and governance aspects

- Consolidate ITS & CIT spend forecasts 

- Identify, monitor and recommend potential trade-offs and reallocations for unplanned work at the program level

Configuration Management, Change and Release Management

- Manage the Configuration Management/Version Management and Build management services team and the underlying processes

- Continuously improve CM processes for application delivery as required

- Maintain the Release management (Scheduling, Production Readiness & Closure) processes

- Monitor Release management processes for consistent adoption and improvements needed using measurements and metrics

- Validate Project/System Release plans and schedules for alignment with other planned releases across ITS

- Review Release schedules for dependencies/conflicts with releases in other ITS units

- Support PMs in planning/scheduling their releases

- Provides on-going release schedule management support to PM’s

- Maintain the System Change control (through Change Advisory Board) processes

- Monitor the System Change control processes for consistent adoption and improvements needed
Selection Criteria:
- Masters degree with a minimum of 8 years of total IT development experience with emphasis on project/program management; a combination of Bachelors degree in a relevant technical discipline with 15+ years of professional experience will be considered.

- A minimum of 8 years demonstrated Project Management experience in a multi-project financial systems environment

- Experience in establishing process engineering practices

- Proficiency in SDLC and Project Management methodologies

- Experience in maturity assessment of processes (CMM) and implementing those standards

- Proficiency in Clarity PPM

- Expertise in Configuration management processes and practices

- Strong knowledge and proven experience of IBM Rational ClearCase and designing its usage model for Application delivery

- Strong knowledge in systems development/delivery; Hands-on experience in systems delivery is a plus

- Knowledge of IFC’s business operations is a plus

- Knowledge in IFC’s application architecture, interdependencies of applications and project / program management practice will be preferred.

- Ability to provide training and coaching to new project managers on IFC’s Project Management practice

- Demonstrated ability to develop and maintain partnerships with colleagues and clients

- Excellent teamwork and interpersonal skills in operating collaboratively across organizational boundaries

- Good leadership and problem solving skills, including strong ability to 

manage effective teamwork and communication

- Good communications skills with fluency in written and spoken English
