INTERNATIONAL CONSULTANT FOR ELECTORAL MEDIA CENTRE AV TECHNICIAN

Background

Following a long period of dictatorship, Libya is undergoing a democratic transition in line with the commitments made in the August 2011 Constitutional Declaration. In July 2012 the first democratic elections in more than forty years elected an interim General National Congress. The General National Congress has passed the electoral law setting out the framework for an election to be held in 2013 for a Constitutional Drafting Assembly. This Assembly’s draft Constitution will then be put to a referendum for approval. 
UN electoral assistance to Libya, as mandated under Security Council resolution 2095, is delivered by an integrated UN Electoral Support Team, which brings together the UN Support Mission in Libya, UNDP, UNOPS and IOM. The UN Electoral Support Team is headed by a Chief Electoral Advisor (CEA) and two Deputy CEAs.
Within the UNEST team, under the overall coordination of the DCEA/CTA, Media Center Audiovisual Advisor will work with Libyan and international partners to ensure that the proposed electoral Media Centre is fully operational for large-scale media operations occurring around the forthcoming election of the Constitutional Drafting Assembly, with particular attention to the technical (audio-visual) functioning of the Centre.

Duties and Responsibilities

Under the supervision of the DCEA/CTA and in coordination with the HNEC Media Centre Manager and relevant partners, the Media Centre AV Technician shall:
  • Assist HNEC in assessing the technical suitability of proposed facilities for large-scale media operations;
  • Liaise with UNDP, HNEC and other partners concerning other technical requirements during operational phase;
  • Advise the HNEC Media Centre Manager on the technical aspects of media centre management, with particular focus on audio-visual standards, equipment and procedures.
  • Train HNEC Media Manager on staff in the running of the Media Centre, in preparation for an eventual handover of responsibility;
  • Work with HNEC and partners to manage key relationships with facilities managers and other relevant stakeholders;
  • Coordinate with HNEC’s procurement committee on defining technical specifications for any outstanding equipment, and the awarding of the contracts to vendor/s for the supply and fit of the specified AV equipment for the media centre;
  • Liaise with all suppliers regarding any features of the building which impact on audio-visual provision;
  • Facilitate HNEC to supervise contractors’ staff to ensure a safe and efficient fit-out of the building and that all equipment is supplied as specified;
  • Guide the Media Centre Manager and subordinate staff in the conduct of rigorous testing of the installed equipment with the contractor/s with eventual commissioning and handover;
  • Receive a full operating manual, if any for all installed equipment from the contractor/s;
  • Assist Media Centre staff to trouble-shoot technical issues during events held on the premises;
  • Facilitate coordination between the UN Electoral Support Team and partners on Media Centre issues, as necessary
  • Act as on-site point of contact for UN Electoral Support Team members, notably operations and security personnel.

Required Skills and Experience

Academic Qualifications
  • Advanced University degree preferably in the field of: Communication, audio-visual support, press management, event organizing;
  • A first-level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Experience
  • Minimum of 7 years of relevant experience in working in the Audiovisual sector;
  • Extensive experience in the design, management and implementation of electoral Media Centres;
  • A thorough understanding of the role and functions of electoral management bodies (EMB);
  • Experience working in a professional capacity with an EMB;
  • Flexibility and willingness to live and work in hazardous conditions involving physical hardship and little comfort.
  • Ability to work harmoniously with people of different cultural backgrounds.
  • Professional experience with UN desirable.
Language Requirements
  • Fluency in written and spoken English. Arabic an asset.
