MONITORING AND EVALUATION MANAGER

Crown Agents is seeking a Monitoring and Evaluation (M&E) Manager to oversee all M&E aspects of an upcoming long term donor funded project in the Horn of Africa. The project is expected to support relevant Ministries provide grants to governmental and non-governmental entities to implement the programme activities. 

Key responsibilities:

• Support relevant Ministries set up the monitoring and evaluation framework for the project and ensure that it is implemented effectively
• Supervise the collection of baseline data and oversee consolidation to support the revision of the project's logframe;
• Support the preliminary mapping exercise to determine key funding priorities and research gaps;
• Assess potential implementing partners and oversee performance monitoring of fund recipients
• Oversee the consolidation of data to support programme reporting requirements
• Work with Programme Director and government counterparts to identify knowledge gaps and define clear Terms of Reference for research programmes
• Support efforts to build M&E systems and capacity in government counterpart agencies and fund recipients

Qualifications / Experience:
 

• University degree in public health or related field
• At least 5 years' experience in M&E of healthcare programmes (maternal and child health beneficial)
• Previous experience working and delivering results in developing countries (experience working in the Horn of Africa beneficial)
• Some experience in design and monitoring of research, including developing terms of reference and ensuring data integrity
• Excellent computer skills including proficiency in Microsoft Office suite and statistical software including STATA, SPSS

Excellent written and spoken English.
