PROVINCIAL BUDGETING ADVISORS

Crown Agents USA, Inc. (CA-USA) is seeking Provincial Budgeting Advisors for the anticipated United States Agency for International Development (USAID) Afghanistan public financial management project located regionally in Helmand, Herat, Jalalabad, Kandahar and Mazar-I -Sharif.

Project Description

The project will assist the Government of the Islamic Republic of Afghanistan (GIRoA) in strengthening revenue generation, budget planning, and execution in an effort to sustain and continue the progress made towards the achievement of the Tokyo Mutual Accountability Framework fiscal sustainability milestones. The project will support GIRoA's efforts to strengthen the capacity within the Ministry of Finance along with key spending line ministries to effectively manage revenues and budget execution. The project will provide assistance in policy strengthening, implementation, and enforcement. The work will build on current efforts to roll-out formula-based and gender-sensitive budgeting. The budgeting is anticipated to be aligned with local priorities corresponding with the needs of communities. Efforts to strengthen budget planning capacity will be complemented by improvements in procurement processes, which are expected to boost budget execution rates.

Roles and Responsibilities

The Budget Advisor provides technical assistance and support to Ministry of Finance (MOF), Independent Directorate of Local Governance (IDLG) and the following Pilot Line Ministries: Ministry of Education (MoEd); Ministry of Public Health (MoPH); Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Public Works (MoPW); and the Ministry of Agriculture, Irrigation and Livelihood (MAIL) to strengthen sub-national finance, gradually rolling out formula-based allocations of the program budgets.

Specific Responsibilities

  • Provide technical assistance and support to provincial departments and other relevant stakeholders to strengthen provincial budgeting in regions. 
  • Support the implementation of Provincial Budgeting Reforms in regions.
  • Work with Mustofiats and provincial departments to strengthen links between the center and the provinces in the budget process, including: strengthen the requirements for provincial input and issue budget circulars and instructions in a timely manner; capacity building for Mustofiats, and provincial departments;support and contribution to regular budget development meetings with provincial directorate staff.
  • Develop and implement a technical assistance and capacity building plan in close coordination with the project's capacity development team, ministries, provincial directorates, and other relevant stakeholders.
  • Other responsibilities as assigned by the COP.

Qualifications

  • Master's Degree in public finance, economics, public administration, law, MBA, or CPA qualification desired; Bachelor's Degree or equivalent in a related field required. 
  • A minimum of three or more years of demonstrated technical experience in provincial budget planning, management and execution advisory roles on USAID and/or other similar donor-funded projects;
  • Previous experience of working with provinces;
  • Strong coordination, organization, and communication skills;
  • Fluency in written and spoken English, Pashto or Dari required;
  • Prior related work experience in Helmand, Herat, Jalalabad, Kandahar and Mazar-i-Sharif desired.
