PRINCIPAL BUDGET PLANNING AND EXECUTION ADVISOR

Crown Agents USA, Inc. (CA-USA) is seeking a Principal Budget Planning and Execution Advisor for the United States Agency for International Development (USAID) Afghanistan public financial management project located in Kabul, Afghanistan.

Project Description

The project will assist the Government of the Islamic Republic of Afghanistan (GIRoA) in strengthening revenue generation, budget planning, and execution in an effort to sustain and continue the progress made towards the achievement of the Tokyo Mutual Accountability Framework fiscal sustainability milestones. The project will support GIRoA's efforts to strengthen the capacity within the Ministry of Finance along with key spending line ministries to effectively manage revenues and budget execution. The project will provide assistance in policy strengthening, implementation, and enforcement. The work will build on current efforts to roll-out formula-based and gender-sensitive budgeting. The budgeting is anticipated to be aligned with local priorities corresponding with the needs of communities. Efforts to strengthen budget planning capacity will be complemented by improvements in procurement processes, which are expected to boost budget execution rates.

Specific Responsibilities

The Principal Budget Planning and Execution Advisor shall:

  • Provide technical leadership and management of the technical activities in the areas of budget planning, program-based budget development, budget execution, and internal audit;
  • Serve as the primary technical point of contact with relevant GIRoA counterparts and stakeholders, including the Ministry of Finance, Ministry of Education, other key spending line ministries, and Civil Service Commission, among others;
  • Develop and implement a technical assistance and capacity building plan in close coordination with the project's capacity development team, ministries, provincial directorates, and other relevant stakeholders;
  • Oversee the performance of technical advisors to relevant stakeholder organizations;
  • Other responsibilities as assigned by the COP.

Qualifications

  • Graduate degree in public finance, economics, public administration, law, MBA, or CPA qualification;
  • A minimum of 10 years of demonstrated technical experience in budget planning, management and execution advisory roles on USAID- and/or other donor-funded projects;
  • A minimum of 10 years of experience managing directly and remotely host country national and expatriate staff working in difficult conditions;
  • Previous experience in a senior management role with a strong reputation for delivering results and developing good collaborative working relationships with counterparts;
  • Experience in Afghanistan and/or other similar conflict/post-conflict environments;
  • Strong coordination, organization, and communication skills;
  • Fluency in written and spoken English required; knowledge of Pashto or Dari desired.
