MANDATE OF THE DEPARTMENT:
Leadership in the response to HIV, as well as the work of UNAIDS, is about social justice and social change - not only is the health of those affected crucial, but also their dignity and security, and the enabling social, cultural and legal social conditions necessary to achieve these. High level policy, technical and programmatic advice to civil society and strategic support to community mobilization, through GIPA and civil society engagement, are both human rights and public health imperatives, as people living with HIV and other members of civil society will be, and should be, the engines of health and social change efforts in their countries.
Objectives:
  • Reinforce and reignite the engagement and leadership in the AIDS response of people living with HIV, women and key populations.
  • Ensure the HIV response has a powerful human face and is an engine for community mobilization for prevention, treatment and HIV-related social justice.
  • Provide global leadership, advocacy, strategic information and programme coherence on human rights, gender equality, GIPA, community mobilization and civil society leadership towards achievement of the 10 goals of the 2011 Political Declaration.
Support excellence in national efforts to achieve HIV-related human rights, gender and GIPA goals through mobilization of leaders in government and civil society on law, gender equality, civic and social action, and faith.
Background
The M-HSCC is now the formal health sector coordinating body in Myanmar. It replaces the Myanmar Country Coordinating Mechanism which was established for the Global Fund to oversee AIDS, TB and Malaria grants. The M-HSCC is chaired by the Minister for Health with 35 members from government, multi-lateral and bilateral agencies, NGOs, private sector and civil society. It has 7 technical and strategy groups (TSGs) and abides by the Governance Manual which sets out the M-HSCC terms of reference, and roles and responsibilities of its members. UNAIDS provides technical support to the M-HSCC Secretariat which now requires greater support as its scope of work has broadened significantly. UNAIDS has received support from donors to strengthen the M-HSCC Secretariat and is now recruiting additional personnel.
Main tasks and Responsibilities of the Position:
In particular, the incumbent is assigned the following responsibilities:
Develop and manage the M-HSCC workplan and budget with reporting to relevant funders as appropriate;
Coordinate the meetings of the M-HSCC and its committees (Executive Working Group, TSGs), including prepare draft agendas, issue meeting reminders, prepare draft minutes and distribute the minutes;
Coordinate M-HSCC field supervision visits when requested;
Attend all meetings of the M-HSCC and of the Committees in a non-voting capacity;
Distribute health policies and related information as and when relevant;
Maintain and update M-HSCC distribution lists;
Maintain the records of the M-HSCC;
Issue public announcements of calls for proposals;
Prepare and submit reports to relevant donors;
Respond to enquiries from general public, donors or interested parties;
Maintain an up-to-date information site for public and M-HSCC members (including ensuring that all members receive timely information in advance of each M-HSCC meetings);
Develop communication strategy to promote the work of the M-HSCC and to broadly share information among members and their constituencies;
Respond to specific requests from the Global Fund to fight AIDS, TB and Malaria; the 3MDG fund and other donors as appropriate;
Provide managerial support to the M-HSCC team and build capacity of national staff to prepare for eventual transition of M-HSCC Secretariat work to national entity;
Perform other duties as required.

Experience:
Essential:
A minimum of 7 to 10 years of professional work experience in health systems strengthening. Experience in developing collaboration among different national efforts and organizations. Knowledge and experience in technical support, strategy development, implementation and evaluation of activities. Experience with health programmes and of UN policies at various levels.
Desirable:
Experience with coordinating complex structures or multi-donor funds

Post Adjustment: 48.7 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
