In Bangladesh, SNV has been working in Renewable Energy sector and is rapidly expanding in WASH and Agriculture sectors. We aim to achieve considerable impact in the sectors through providing advisory services, facilitating knowledge development, networking, strengthening local capacity builders, and carrying out advocacy at national and international levels.
SNV Bangladesh is implementing one of their key projects on Demonstration of pro-poor market-based solutions for Fecal Sludge Management (FSM) in urban centers of Southern Bangladesh with core funding from the Bill and Melinda Gates Foundation for a period of 4 years starting from January 2014.
We are seeking qualified candidates to fill in the following positions to be stationed in our above project office located in Khulna.
Position: Governance Advisor WASH
(National contract)
The Governance Advisor WASH reports directly to the Project Manager. S/he is responsible to lead the Governance components of the project–development of city wide service delivery framework and development and formulation of good governance strategies, activities and measures in accordance with best Fecal Sludge Management (FSM) practices.
Key Responsibilities:
  • Provide advisory services and support the partner in the conceptualization, development and implementation of good governance strategies, policies and legislation.
  • Keep abreast with the developments of FSM best practices and other relevant issues in the field of good governance in order to provide updated and accurate advice to partner services, continuously update the instruments and tools for information-sharing.
  • Support content development for external communications. Support developing proposals through frequent consultations with decision-makers of national line agencies and also initiate for aligning the proved practices in the national documents.
  • Contribute to managing and implementing partnerships. Maintain regular contacts with Local Governance institutions and other relevant international organizations for exchange of information on strategic issues and developments as relates to good governance.
  • Conceptualize and support in conduct training, seminars and workshops as applicable, on range of good governance related issues.
Qualifications:
  • Master degree in International Development, Public Administration, Public Policy or other relevant Social Science fields.
  • Minimum 12 years’ experience in working with local government with at least 5 years’ experience in Management level in development projects.
  • Experience in working in WASH at senior level is strongly preferred.
Position: Behavior Change Communication Advisor WASH (National contract)
The Behavior Change Communication Advisor (BCC) WASH reports directly to the Project Manager. Main Objective of this position is to lead the BCC components of the project building on the existing foundation focusing on strengthening the BCC e.g. develop, test and establish innovative localized behavioral change communication (BCC) strategies with relevant stakeholders.
Key Responsibilities:
  • Increasing capacity in design, implementation and evaluation through systematic assessment, training and mentoring frameworks.
  • Support stakeholder clients in developing and implementing feasible BCC strategies and materials e.g. practical guidelines for application by a range of potential users.
  • Ensure implementation of SNV’s monitor for results framework.
  • Lead advisory services related to the BCC component in the project.
  • Coach, guide and backstop project teams in implementation.
  • Ensure performance of project, corresponding to plans and targets.
  • Facilitate and coordinate interaction with other sector stakeholders,
  • Take part in national and regional events as appropriate.
Qualifications:
  • Master Degree in WASH related and specific BCC related field e.g. sociology, psychology.
  • Minimum 12 years of experience in communication or advocacy in public and/or private sector which at least 5-7 years’ experience in conducting BCC surveys and/or analysis
  • Record of working in WASH at senior level.
General Information:
  • The positions are Full-time, initially for two years with the possibility of extension until the termination of the project.
  • The positions are available immediately. The appointee is expected to start work from January 2014.
  • Work location will be SNV office at Khulna, with regular travel to project area.
  • Compensation for the positions is negotiable.
