I. Background
Lowering Emissions in Asia’s Forests (LEAF) program is funded by the United States Agency for International Development Regional Development Mission for Asia and is implemented by Winrock International in partnership with SNV - Netherlands Development Organization, Climate Focus and the Center for People and Forests (RECOFTC). LEAF is a five year program (2011-2015) which complements the efforts of numerous other donor organizations, private sector investors, and non-government organizations (NGOs) who are working to develop REDD+ capacity and operational frameworks in parallel with on-going United Nations Framework Convention for Climate Change (UNFCCC) negotiations that seek to define an effective and equitable REDD+ mechanism.
The program is being implemented in six countries: Vietnam, Laos, Cambodia, Thailand, Malaysia and Papua New Guinea. The purpose of the program is to strengthen the capacity of countries aiming to reduce greenhouse gas emissions from the forestry sector in Southeast Asia, and support countries to benefit from the emerging international REDD+ framework.
In Vietnam the program "Lowering Emission in Asia's Forests" was approved by the Ministry of Agriculture and Rural Development in Decision No. 1006/QD-BNN-HTQT dated on May 4th 2012, but then adjusted at the Decision No 562/QD-BNN-HTQT dated 19/3/2013 in which VNFOREST was assigned as the project owner; the Netherlands Development Organisation – SNV assigned as the project implementer; the Forest Inventory and Planning Institute, the Department of Agriculture and Rural Development of Nghe An and Lam Dong provinces, Winrock International, Climate Focus and RECOFTC as collaborating to implement this project.
Pilot innovation on emission reduction through sustainable land management is an important component of LEAF that is being piloted in both Lam Dong and Nghe An Provinces. In Con Cuong District, Nghe An Province, LEAF supports Con Cuong State Forestry Company (SFC) to develop a sustainable forest management plan (SFMP). This SFMP plan is in line with the new strategy and direction for the forestry sector of the Vietnamese Government as highlighted in Decision No 57/QD-TTg approved by the Prime Minister regarding forest protection and development plan for the period of time from 2011-2020.
A sustainable forest management plan (SFMP) therefore will be developed to help Con Cuong SFC manage their forests in a stable manner in order to achieve the set objectives which aim to secure the on-going production process of the company as well as to maintain the forest protection and development under a long- term strategy. The SFMP plan will maintain and reproduce productivity capacity of forests and its true values in the future and will not result in any negative impacts to the environment and society.
In preparation to develop the sustainable forest management plan, LEAF has supported the development of the forest status map, maps of functional forest zoning, and completed a forest Inventory for Con Cuong SFC following the temporary guideline No 778/TCLN-SDR. At the moment, all forest inventory data and the maps are ready for the preparation of a SFMP. 
II. Objectives
The main objective of the assignment is to develop a sustainable forest management plan taking into emission reduction targets and multi-benefits of social, economic and environment goals that follow the Official Circular on the guidance of sustainable forest management plan which will be issued by VNFOREST.
III. Specific tasks:
The selected consultant will have to follow the Official Circular on the guidance of the development of a sustainable forest management plan. The selected consultant will work closely with the LEAF Forestry and Climate Change Specialist.
The selected consultant is expected to carry out the following tasks:
  1. Collect and review the most updated regulations and guidelines on development of SFMP for both central and local level regulations to make sure that the objectives and targets of the SFMP are in-line with these regulations and guidelines.
  2. Review the forest function zoning maps, reports and data collected by FIPU including maps, inventory data, social – economic conditions that meet the all requirements of the VNFOREST’s Official Circular on sustainable forest management plan and collect additional necessary data (if required) for the development of SFMP.
  3. Develop detailed outline of SFMP in collaboration with Con Cuong SFC.
  4. Organize consultation workshops in order to collect feedback, verify and seek approval for the detail proposal from competent agencies of Nghe An province.
  5. Revise and get approval for the forest functions zoning maps; develop the forest business zoning maps and forest production planning map (coordinate system VN2000, at scale: 1/25.000).
  6. Based upon the data and reports of FIPU and other additional data, develop the SFMP for Con Cuong SFC following the Official Circular of VNFOREST on Sustainable Forest Management Plan.
Consult, revise and finalize for approval on the SFMP that meet the all requirements specified at the Official Circular on sustainable forest management plan to be issued by VNFOREST.
IV. Expected outputs
  1. Meeting minutes detailing the outputs of the consultation with stakeholders are circulated and agreed upon by all stakeholders.
  2. A detailed outline of SFMP is developed and approved by competent authority.
  3. The forest functions zoning maps reviewed and approved. The forest business zoning maps and forest production planning map (coordinate system VN2000, at scale: 1/25.000) are developed and approved by competent authorities.
  4. The SFMPs of Con Cuong SFC is developed and approved by competent authority.
The outputs submitted to LEAF project must be in both English and Vietnamese.

V.           Requirements:
  • Be Vietnamese citizen
  • Consultancy service provider must possess the business registration certificate in the field of forest inventory and planning.
  • At least 10-15 years of highly proven related experience on forests inventory and planning, sustainable forest management.
  • Master degrees in Forestry/ Natural Resources Management.
  • Proven experience on forest inventory, planning in forestry sector in Con Cuong in particular and in Nghe An in general is highly desirable.
  • Deliver quality outputs on time.
  • Co-operative, team-working.
