Location: Manila, Philippines, with frequent travels to affected areas

Type of contract and duration: Project-based one year contract (with possibility of renewal)

Project Profile:
Super Typhoon Haiyan (locally known as Yolanda) made its first landfall at 4:40 a.m. on 8 November in Guiuan municipality, Eastern Samar province. According to the Philippine Atmospheric, Geophysical and Astronomical Service Administration (PAGASA), maximum sustained winds reached at least 235 kilometres per hour (km/h) near the centre, as well as wind gusts at 275 km/h. The Typhoon made subsequent landfalls in Tolosa municipality south of Tacloban City, Leyte province, Daanbantayan and Bantayan Island, Cebu province, and Conception, Iloilo province. 
The Philippines was hit by two other disasters just a month earlier. Both Naari cyclone and Bohol earthquake also had some humanitarian impact.

In order to assist the partners and to facilitate the implementation of CBM emergency responses in Philippines as best as possible, CBM Southeast Asia and Pacific Regional Office (SEAPRO), based in Manila, is requesting applications for a CBM Emergency Response Coordinator for Philippines.

Objective: The Emergency Response coordinator (ERC) will be responsible for the implementation and coordination of the emergency and post emergency response in Philippines.
The ERC will report directly to the Emergency Response Unit Programme Manager, by delegation of the Regional Director, for the implementation of the first phase emergency response. The position holder will work in close coordination with the CBM East Asia & Pacific Regional Office staff in Manila.

Main Tasks
  • To acquire familiarity with CBM’s Global Emergency Response Strategy or work plans, ensure that all project activities are in line with them, and advise on required improvements in the management and implementation of project activities
  • To support partners in implementing relief activities in areas affected by Yolanda typhoon, Bohol earthquake and Naari Cyclone as planned
  • To liaise with relevant agencies engaged in similar activities including local and international humanitarian/ development organisations and government agencies;and look for opportunities for collaboration or developing partnerships on disability issues
  • To ensure that activities executed are in line with government policies and protocols in emergency and post-disaster response management
  • To further define strategy for reconstruction phase in areas affected by Yolanda typhoon as necessary
  • To ensure monitoring of all projects (including support to partner to develop a monitoring tool)
  • To ensure CBM representation in Cluster/ coordination meeting and actively advocate for inclusion of persons with disabilities
  • To ensure that CBM’s project are part of the UN mapping of who is doing what where
  • To ensure that the newly set up coordination outposts are informed about CBM projects
  • To oversee the production of Human Interest stories and other communication materials
  • To organise and accompany visitors, photographers, and other guests to visit projects
  • To review, comment on, provide input to, and submit recommendations on request for assistance or funding proposals, ensuring compliance with CBM or donor agencies’ requirements
  • To develop new proposals for the second phase (post emergency/ rehabilitation) and to increase CBM’s relationship with donors based in Philippines if appropriate
  • To be responsible for security management for the emergency response project
  • To perform other relevant and reasonable duties as required
  • To acquire familiarity with CBM Emergency Response Unit (ERU) and the South East Asia & Pacific Regional Office’s (SEAPRO) relevant administrative and financial policies and procedures, and comply with them
  • To ensure reasonability of expenditures and the appropriate use of funds prior to recommending approval by the CBM ERU Programme Manager
  • To ensure partners’ (recipient of CBM emergency support) timely compliance with donor reporting requirements, and to prepare narrative and financial reports to CBM ERU on agreed timeframe (first weekly then monthly)
  • To coordinate or consult with CBM ERU and SEAPRO’s administrative staff on relevant matters as necessary
  • To provide guidance to and oversee the work of the Emergency Response Programme Assistant (ERPA), ensuring proactive and effective provision of required logistical support to project activities
  • To ensure that the ERPA adheres to and is consistent with CBM ERU / SEAPRO’s administrative and financial policies and guidelines
  • To be fully accountable for the accuracy and completeness of financial data and reports produced with and by the ERPA

Professional Profile and Requirements
  • A university degree in development management, community development, or humanitarian action, or relevant course. A Master’s degree in relevant field would be an advantage.
  • At least 2 years’ relevant experience in managing emergency response programmes, and at least 4 years’ experience in international development work
  • Experience in managing projects and programmes funded by major international donors, such as the EC, the UN, USAID, and a good understanding for common funding requirements
  • Proven experience in all aspects of project management including project design and planning, implementation, monitoring and evaluation, and financial management, including managing projects in difficult situations,
  • A high degree of accountability and good reporting skills and understanding of donor reporting requirements
  • Knowledge of disability issues is a plus
  • Understanding of security issues and willingness to travel to high-risk areas within short notice
  • Proven good organisational / logistic skills as well as a certain level of autonomy and flexibility
  • Effective English and Filipino communication skills
