CBM Emergency Response Programme Assistant for Philippines
Location: Manila, with frequent travels to affected areas

Type of contract and duration: Project-based one year (with possibility of renewal)

Project Profile:
Super Typhoon Haiyan (locally known as Yolanda) made its first landfall at 4:40 a.m. on 8 November in Guiuan municipality, Eastern Samar province. According to the Philippine Atmospheric, Geophysical and Astronomical Service Administration (PAGASA), maximum sustained winds reached at least 235 kilometres per hour (km/h) near the centre, as well as wind gusts at 275 km/h. The Typhoon made subsequent landfalls in Tolosa municipality south of Tacloban City, Leyte province, Daanbantayan and Bantayan Island, Cebu province, and Conception, Iloilo province. 
The Philippines was hit by two other disasters just a month earlier. Both Naari cyclone and Bohol earthquake also had some humanitarian impact. 
In order to assist the partners and to facilitate the implementation of CBM emergency responses in Philippines as best as possible, CBM South East Asia & Pacific Regional Office (SEAPRO), based in Manila, is requesting applications for a CBM Emergency Response Programme Assistant for Philippines.

Objective:
The Emergency Response Programme Assistant  (ERPA) will be responsible for the financial and administration of the emergency and post emergency response in the Philippines. He will also support the Emergency Response Coordinator (ERC) on implementation of the programme. The ERPA will report to the Emergency Response Coordinator and will work in close cooperation with the finance and administrative staff CBM Emergency Response Unit (ERU) and SEAPRO.


Main Tasks
  • To acquire familiarity with CBM ERU/SEAPRO’s relevant administrative and financial policies and procedures, and comply with them
  • To ensure reasonability of expenditures and the appropriate utilisation of funds that meet CBM and other donor requirements
  • To closely coordinate with the CBM ERU/SEAPRO’s finance staff on fund requests, acknowledgment of fund receipts, and other related matters; and ensure compliance with CBM ERU/SEAPRO guidelines and documentation requirements as would other CBM-supported projects
  • To coordinate or consult with CBM ERU/SEAPRO’s administrative staff on relevant matters as necessary
  • To support partners in the financial implementation of relief activities in areas affected by Yolanda typhoon, Bohol earthquake and Naari Cyclone as planned
  • To ensure financial and administrative monitoring of all projects (including support to partners to develop a monitoring tool), and provide them advice or guidance on proper accounting and reporting of fund utilisation as necessary
  • To support the process of developing or adjusting budgets based on needs, including the development of new proposals for the second phase (post emergency/rehabilitation)
  • To coordinate closely with CBM ERU manager or other designated staff
  • To prepare accurate, timely, and comprehensive  financial reports for ERC’s review based an agreed reporting period (first weekly then monthly) 
  • To provide administrative and logistical support to the organisation and implementationof programme of visits by guests from CBM International Office, CBM Member Associations (MA) or others

Professional Profile and Requirements
  • A university degree in management, accountancy, or relevant field of study
  • At least 3 years’ work experience in related field, preferably in international development and within donor-assisted projects
  • Proven experience in finance and administration
  • A high degree of accountability and good understanding of common institutional donors’ funding and reporting requirements
  • Excellent organisation / logistic skills, and a high degree of pro-activeness, flexibility, and independence in effectively performing the job
  • Knowledge of disability issues is a plus
  • Understanding of security issues, and willingness to travel to high-risk areas within short notice
  • Effective English and Filipino communication skills
