Purpose of the Position
Under the guidance of the Chief of Revitalization, responsible for providing technical guidance to Sections for the implementation of Survival programme/project(s)
Key Expected Results
  1. Assist in strengthening the implementation of the PNDS at national and intermediate level to give priority in the areas of equity-based program planning, monitoring, coordination, mobilization and adequate utilization of resources. Specifically for support at: (i) Development of ''PPDS'' in the provinces for strengthening MCH for achieving national service coverage according the PNDS by 2012, with budget and population based targets, (ii) strengthening of provincial coordination committees ''CPP'', (iii) Conduct regular review of national guidelines, (iv) update decentralized of national and provincial level training curriculum
  2. Provide technical guidance in accordance with UNICEFs policies to provinces and implementing partners to mainstream Survival activities into core domains:. (i)Strengthen the partnership within the Survival Task Force;(ii) spearhead the integration of sectoral Survival interventions;(iii) monitor the implementation of PTR of provinces with and implementing partners; (iv) Participate in Reviews, Grants and proposal writing of DRC Survival to submitted for funding; (v) make recommendations to sectoral colleagues.
  3. Analyzes programme/project(s) implementation framework to identify needs (inputs, resources, capacity building, constraints). Iidentify training needs and develop a training plan for UNICEF and partners staffs to implement the PNDS. Assist MOH in planning and organizing training programmes.
  4. Provide technical guidance for the development of tools, guidelines, procedures and policies documents. Develop strategies and plans for capacity building of partners organizations including non-governmental organizations.
  5. Undertake field visits for joint supervisions of programme/project(s) activities to ensure high quality programming, Make recommendations to the Chief of Revitalization, as well as take correctives actions to improve results. Participate in meetings with ministries responsible for programme/project review, and follow up on implementation of recommendations and agreements.
  6. Contribute with Advocacy and Communication Section, UN agencies, and other partners to develop strategy of communication for Survival. Write and develop proposal to donors for funding.
  7. Coordinate with the Chief of Revitalisation; (i) Planning, on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability; (ii) certify disbursements of funds; (iii) monitor and submit financial status reports to the Chief of Survival/Revitalization as required.
  8. Contribute to the programme/project conduct budget review, program analysis write and update reports required for management, Board and donors
Qualifications of Successful Candidate
  1. Education: - Advanced university degree in Public Health, Social Sciences and Master in Public Health are required. A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
  2. Work Experience: - At least five years of progressively responsible professional work experience at the national level in SURVIVAL programme management, monitoring and evaluation.
  3. Language Proficiency: - Fluency in French and English languages required. - Knowledge of the local working language of the duty station is an asset.
