Jakarta, Indonesia – Department of Foreign Affairs and Trade–Australian Aid funded Poverty Reduction Support Facility (PRSF)

PRSF is a joint facility between Department of Foreign Affairs and Trade–Australian Aid and the Government of Indonesia to improve the quality of policy advice for poverty programs in Indonesia.

GRM International is the Managing Contractor contracted by Department of Foreign Affairs and Trade–Australian Aid to manage the implementation of PRSF.

We are currently seeking a Process and Content Mapping Evaluation Officer to conduct a comprehensive process and content review of the KUBE-PKH 2013 pilot, and to produce updated technical guidelines for improved processes to be implemented in support of the KUBE-PKH 2014 program. He or she will work closely with the Monitoring Officer of KUBE PKH Team, utilize the results from monitoring as input for the technical guidelines prepared and actively coordinate with the DPKP MoSA in developing the updated technical guidelines.

Essential Criteria:
  1. Advanced degree in monitoring and evaluation, project management, business administration, public policy, or relevant field. Preferably Master Degree or equally relevant experience.
  2. Minimum 5 years of work experience in Program Planning, Management and Evaluation.
  3. Recent experience with result-based management evaluation methodologies, including process and content mapping, process improvement methodology, network analysis, and business process re-engineering or similar;
  4. Experience in Value for Money (VfM) assessments including cost-benefit / cost-effective analyses;
  5. A very good understanding and knowledge of monitoring & evaluation tools and systems at both project/programme level but also at the macro-policy level.
  6. Understanding of change management and organizational, institutional process in government.
  7. Good presentational and writing skills are required.
  8. Previous experience related with Micro Business, Microfinance program, Economic Productive Activity, gender, social development of similar is an advantage.
  9. Good understanding of Indonesia’s social assistance programs is an advantage.
  10. Fluency in English and Bahasa
