OBJECTIVES OF THE PROGRAMME :
The mission of the External Relations, Partnerships and Governing Bodies (EPG) Department is to mobilize political will and resources, and build strategic alliances to support achievement of hemispheric health goals and improvements in the lives of people in the Americas. EPG manages the PAHO Secretariat's diplomatic functions and supports Member States and the Director in fulfilling their mandates.
Description of duties:
Under the general supervision of Director (D), and the direct supervision of the Deputy Director (DD), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
a) Provide leadership for the development of the Pan American Sanitary Bureau's (PASB) resource mobilization strategy;
b) Manage the implementation of the PASB resource mobilization strategy in full cooperation with all technical entities including country offices; update the Organization's resource mobilization efforts as appropriate, with emphasis on decentralization and country focus; develop and coordinate an organization-wide resource mobilization network; gather and analyze relevant information to support the implementation of the resource mobilization strategy;
c) Lead and manages PAHO's proposal development process;
d) Conduct political and environmental analysis, on an ongoing basis, that contribute to decision making and the elaboration of strategic planning for cross-cutting participation and exchange of views to further the Organization's mandates and goals in an effective manner;
e) Liaise directly with the different entities to ensure the development of a pipeline of relevant concept proposals for potential funding;
f) Manage the Organization's relations with the international community by contributing to the positioning of the Organization's health priorities into the agenda of the international community; contribute in positioning the Organization to attain technical and strategic recognition within the global setting;
g) Manage the relationship with PAHO's foundation;
h) Represent the Organization in high level international events, meetings, negotiation of agreements, policy discussions with partners and stakeholders, as delegated;
i) Identify opportunities and special areas of mutual interest, promote, establish, and maintain liaison across the Organization with United Nations (such as UN Reform), United Nations Development Group-Latin America and the Caribbean (UNDG-LAC), Organization of American States (OAS) and Summits, WHO, Foundations, Private Sector, International Financial Institutions (IFI's), Civil Society Organizations (CSO), Pan American Health and Education Foundation (PAHEF), Partner's Forum, US Congress and the Organization for Economic Cooperation and Development (OECD), Official Development Assistance (ODA), Group of 8, Asia-Pacific Economic Cooperation (APEC), Sistema Económico Latinoamericano (SELA), Corporación Andina de Fomento (CAF), Global Funds, Political Integration arrangements and Partnerships;
j) Develop, define and establish the objectives, strategy, plan and budget of the Department; ensure that the Department's strategy and objectives are aligned with the Organization's mission, vision, values, policies, strategies, business needs and priorities in order to ensure continuing operations and maximize results; ensure that the results are aligned with the Department's planning, which includes monitoring of activities, corrections of any deviations and feedback to redefine the objectives and/or strategies; ensure that results and products delivered by EPG are aligned with the Organizational Strategic Plan, and make significant contributions with the Program Areas and Categories;
k) Develop and establish guidelines, norms, practices and procedures in all Units under EPG to improve the Department's effectiveness and efficiency;
l) Foster and expand the Organization's network of partners to ensure a diversified, competent, trustworthy mass of partners are available to the Organization in support of its mission and mandates;
m) Provide authoritative technical, managerial and policy advice to managers aligned to the Department and Organization objectives; and actively support technical staff development in the area of resource mobilization;
n) Provide leadership to guide staff and motivate teams in a multicultural environment, and ensure continuous training and development of staff; including guidance and monitoring of staff through setting of clear work objectives, use of performance reviews and feedback mechanisms, regular communications, and solving interpersonal or technical conflicts;
o) Support the Organization's response to emergency situations within the Region by identifying resource needs in close collaboration with the Emergency Preparedness and Disaster Relief Department (PED);
p) Administer, allocate and monitor the Department's financial, logistical and staff resources; prepare, and justify the Department's program and budget proposals; define the Department's personnel component including the organizational structure, competencies and terms of reference. Initiate and recommend approval of personnel actions for all EPG's Department staff and assure timely personnel evaluations. Monitor the competencies of EPG to ensure optimal performance and staff development; monitor workloads to ensure equitable distribution of work in EPG and maintain job satisfaction, efficiency and output; and follow up on any deviation of work results from objectives; promote a culture of ethical behavior and integrity in accordance with the Organization's Code of Ethical Principles and Conduct in order to ensure a culture of respect, responsibility, accountability, and compliance;
q) Provide a stable managerial framework that demonstrates credibility, trust and value to Member States, clients and donors, while optimizing EPG staff performance; provide advice, when called upon, to institutions of Member States in the area of expertise;
r) Provide oversight and guidelines to ensure effective execution of the functions of the Governing Bodies of WHO and PAHO, including the World Health Assembly, the Executive Board, the Pan American Sanitary Conference, the Directing Council, the Executive Committee, and the Subcommittee on Program, Budget and Administration, while ensuring high level of participation from Member States;
s) Perform other duties that may be assigned or delegated.
REQUIRED QUALIFICATIONS
Education:
A bachelor's and master's degree in a health or social science, public administration, economics, international relations, or other related field from a recognized institution.

Technical Expertise:
-- Technical: Expertise at a senior level in international public health, public policy and resource mobilization for health. Wide and varied knowledge in developing resource mobilization strategies for complex programs in the private or public sector at both national and international levels. Ability to provide authoritative technical advice.
-- Managerial: Extensive expertise in senior, progressively responsible positions in the management of a large public or private administration of administrative and technical matters requiring sensitive negotiation and high level interventions. Demonstrated ability to provide professional leadership to strategic, organizational, managerial and analytic work in health and/or international development; resourcefulness, initiative, highly developed judgment and interpersonal skills to deal with difficult situations, sensitive issues, establish and maintain effective working relations with people of different professional levels, discipline, nationalities, and cultural background.
-- Administrative: Skills in resource mobilization (including fundraising and partner collaboration) and financial management for the delivery of expected results.

IT Skills:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
Experience:
Essential: Fifteen years of combined national and international experience leading and managing external relations, resource mobilization and partnership programs, ideally in the field of international public health, in particular partnership with broad range of stakeholders including civil society, private sector, donors, United Nations system organizations, and foundations at national and international level. Experience should include progressively responsible demonstrated skills in management, diplomacy, and negotiations at high level.
Desirable: Prior work experience in a United Nations organization or any other international organization would be an asset.
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

PAHO offers an attractive compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), dependency benefits, pension plan, health insurance scheme, and 30 days annual leave. US$95,394.00 at single rate
US$103,204.00 with primary dependants
Post Adjustment: 50.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
