OBJECTIVES OF THE PROGRAMME : The program objective of the Emergency and Humanitarian Action is to reduce the health consequences of emergencies, disasters, crises and conflicts, and minimize their social and economic impact. The UN humanitarian reform is elaborated on three pillars one of which is the cluster coordination mechanism. Health Cluster is one of the global clusters created within this context and WHO has been designated as Health Cluster Lead globally and in specific countries in crises implying additional responsibilities in countries in crisis over the normal WHO responses operations. The purpose of the Health Cluster is to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Mainly to (1) provide health leadership in emergency and crisis preparedness, responses and recovery; (2) prevent and reduce emergency related morbidity and mortality; (3) ensure evidence based actions, gap filling and sound coordination; and (4) enhance accountability, predictability and effectiveness of humanitarian health action.
Description of duties: Under the supervision of the WR, the incumbent will provide leadership to the coordination of the health response during emergency and recovery. a. To identify key humanitarian partners for the health cluster, including NGOs, UN agencies, national authorities, peacekeeping forces respecting their respective mandates and programme priorities, and ensure the establishment/maintenance of appropriate health coordination mechanisms, including working groups at the national and, if necessary, local level; b. To work Closely and ensure effective links with all clusters related to health, especially Nutrition, WASH, Food Security, Shelter and Logistic Clusters; c. To improve assessment, mainly in promoting and adopting standardized methods, tools and formats for common use in health needs assessments to ensure predictable action within a common strategy including assessing availability of medical supplies; d. To ensure: i. availability of relevant mapping of functioning health institutions, stakeholders and available health resources (technical, financial and supplies) ii. predictable action and a common strategy within the health cluster for the identification of gaps in the health sector and in the humanitarian health response iii. that health cluster participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government has undertaken under international human rights law, and ensure that health responses are in line with theses tools; iv. that common and participatory monitoring and evaluation mechanisms are in place to review impact of the cluster and progress against implementation plans using standardized methods, tools and formats, indicators and benchmarks; e. To mobilize resources through the existing mechanisms for implementation of the common health strategy and filling of the identified gaps; f. To develop common health information management strategy and effective information sharing tools including the regular production of a Health Cluster Bulletin; g. To promote and support training of humanitarian personnel and capacity building of humanitarian partners including NGOs and national authorities h. To demonstrate, that all possible efforts and initiatives have been undertaken to fill gaps and agreed priority needs, including calling on additional local and international partners, and advocating for additional donor commitment within the context of the "provider of last resort" function of WHO.
REQUIRED QUALIFICATIONS
Education: Essential: Medical degree with post graduate qualification in public health, disaster management, or a related field.
Skills:  Excellent communication and coordination skills are essential
Experience: Essential: 10 years of field experience in public health and emergencies situations and management; Working experience with international organizations including UN agencies and NGOs; Excellent leadership, coordination and management experience. Desirable: Experience or sound knowledge of the UN Humanitarian Reform, WHO mandate and goals in emergencies.
Languages: Excellent knowledge of English or French with a working knowledge of the other. Knowledge of another WHO official language an asset.
Annual salary: (Net of tax) USD 80734 at single rate USD 86904 with primary dependants	Post Adjustment: 59.5 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
