QED is seeking an experienced and creative financial services professional to serve as the Head of USAID's Development Credit Authority (DCA) Strategic Transactions Group based in Washington, D.C..  
Background:
The QED Group, LLC is a full-service international consulting firm that provides practical solutions to social problems through sound analysis, proven management techniques, and creative implementation.
DCA structures and issues partial credit guarantees to encourage private capital lending to creditworthy but underserved borrowers throughout the developing world.  These guarantees, which can cover up to 80% of realized loss, enable USAID to leverage private sector wealth for sustainable economic development. 
Since 1999, over 400 DCA guarantees have unlocked approximately $3.2 billion in private debt across 72 countries. For each guarantee, DCA investment officers provide expert project structuring, risk assessment, and portfolio management services to USAID field offices throughout the world and technical bureaus in Washington, DC.  The office is structured into four transaction teams: (1) Africa, (2) Latin America and Europe/Eurasia, (3) Asia and the Middle East, (4) the Strategic Transactions Group (STG). 
The STG is a unique team within the office focused on addressing global development problems by applying the guarantee in novel capital markets transactions and partnerships. STG’s mandate, therefore, stems from the rationale that having a dedicated capacity to pursue high-profile, transformational deals across multiple countries will amplify USAID’s impact potential.  This mission translates into two core functions: (i) originating and executing global transactions with complex structures and sophisticated counterparties, and (ii) leading the creation of comprehensive investment strategies to address broad sweeping development issues identified by DCA’s regionally-focused teams.

Duties and Responsibilities:
The Head of STG provides intellectual leadership and management oversight to a team responsible for executing scalable financial solutions to the U.S. Government’s top international development priorities.  Specific responsibilities include:
  • Developing transaction ideas and pipeline by cultivating relationships with a broad range of external partners including private equity funds, corporations, donors, and other private sector actors;
  • Representing the office and Agency at industry conventions, international conferences, sector discussions, and other high level public and private events;
  • Managing a team of 4-6 investment officers executing DCA strategic transactions;
  • Being an Agency thought-leader by generating creative financing solutions and  financial structuring advice to groups within USAID that are seeking to engage the financial markets;
  • and Consulting DCA regional teams in the development of strategic regional transactions around critical regional development issues.
Qualifications:
The ideal candidate will bring with him/her a diverse private sector background in financial services, including:
  • Significant financial structuring experience achieved through positions in investment banking, principal investing, or management consulting.
  • Experience working within a developing country context or on issues related to emerging markets.
  • Exceptional interpersonal, analytical, project management and communication skills.
  •  Willingness to travel internationally, sometimes under short notice.
  • At least 6 years of related experience and a Bachelors Degree in a relevant discipline (Finance, Business, International Development, or International Affairs,) are required.
  • Demonstrated experience managing and/or contributing to high performing teams.
  • Understanding of developing markets
  • Proficiency in a language other than English (plus).
