Head of Administration, Washington, DC

The International Food Policy Research Institute (IFPRI) seeks a qualified Head of Administration for the HarvestPlus program. This is a three year, fixed-term, exempt renewable appointment, based at IFPRI's headquarters in Washington, DC but will involve frequent travel to countries where HarvestPlus has projects. HarvestPlus leads a global effort to improve nutrition and public health by developing and disseminating staple food crops that are rich in vitamins and minerals. We work with public and private sector partners in more than 40 countries. HarvestPlus is part of the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH). CGIAR is a global agriculture research partnership for a food secure future. Its science is carried out by its 15 research centers in collaboration with hundreds of partner organizations. The HarvestPlus program is coordinated and lead by two of these centers, the International Center for Tropical Agriculture (CIAT) and the International Food Policy Research Institute (IFPRI).
The successful candidate will be responsible for managing all business and administrative functions of the HarvestPlus program. This will include operational oversight of HarvestPlus' financial matters including management of its 45M budget, working closely with both IFPRI's Director of Finance and Administration and CIAT's Deputy Director General - Corporate Services on various administrative and strategic aspects and providing sound financial and accounting oversight to the HarvestPlus program. The successful candidate will anticipate and manage organizational resources to meet the needs and goals of the program. This position will report directly to the HarvestPlus Deputy Director of Programs and will be a member of the Program Management Team (PMT).
Essential Duties
Specific tasks include but are not limited to:
  • Provide guidance and leadership in development of budgets, grants and contracts, ensuring coordination, review and approval by IFPRI and CIAT's Directors of Finance
  • Monitor operational budgets
  • Work closely with IFPRI's Director of Finance & Administration and CIAT's Deputy Director General - Corporate Services in developing office hosting agreements/arrangements with other CG centers and other institutions in target countries
  • Work closely with the Deputy Director of Programs to ensure IFPRI staff administrative requirements are met
  • Manage and organize administrative support functions at IFPRI, including budgets and contracts
  • Ensure timely submission and review of technical and accounting reports
  • Assist in drafting, reviewing, and monitoring legal aspects of contracts, MOUs, and other agreements
  • Monitor risk register and seek to mitigate organizational risks
  • Review CIAT and IFPRI staff policies with respect to HarvestPlus requirements; in collaboration with CIAT and IFPRI management:
  • Review and refine main organizational processes and reporting procedures (e.g., MOUs, contracting protocols, due diligence procedures, integration of global and regional/national operations, etc.)
  • Analyse the current technology infrastructure and financial systems and build out the next level of systems to support the growth of the program and organization overall
Required Qualifications:
  • MBA/MPA or equivalent, with a minimum of 10 years of experience in auditing and management, preferably in an international organization
  • Demonstrated people management skills: experience managing at least 5-7 direct reports
  • Demonstrated leadership skills, ability to manage and motivate a multi-cultural team
  • Strong organizational skills: the ability to work in fast-paced team environment
  • Working knowledge of US financial reporting and auditing requirements
  • Demonstrated ability to conduct complex analysis of financial data; ability to forecast and assess financial impact of proposed plans and projects
  • Proven ability to facilitate progressive organizational change in a dynamic organization
  • Excellent communication, interpersonal, and diplomatic skills: the ability to effectively liaise with colleagues in a diverse multi-cultural environment
  • Ability to work effectively with all levels of the organization
  • Ability and willingness to travel to developing countries (approximately 30% time)
  • Proficiency in MS Office applications; experience with SharePoint a plus
