OBJECTIVES OF THE PROGRAMME :
The broad objective of the Fellowships (FEL) programme is to support the development of human resources for health and for the strengthening of health systems, in collaboration with the Member States, in particular, the implementation and management of fellowships and study tours including screening and placement of fellows, reporting, monitoring and evaluation.
Description of duties:
Under the supervision and guidance of the RA/HRD, the incumbent performs the following functions:

1. Provides technical support to the RA/HRD in administering and managing the fellowships/study tours programmes originating from WPR countries including the financial and budgetary aspects of fellowships implementation.
2. Reviews country work plans related to fellowships activities and reconciles approved workplans, nominations and schedules placements with the training institutions.
3. Prepares various reports, proposals, statistical analysis and inputs in area of work. Monitors the operation of fellowships database systems.
4. Reviews/ evaluates Fellowships Application Form against workplan and budgetary provisions. Provides advice and guidance to technical units on all matters pertaining to Fellowships.
5. Ensures the preparation of document, correspondence, statistics and reports concerning fellows, study programmes, placements, awards, programme changes, and liaises with external fellowships coordinators and training institutions on the placement and training programmes.
6. Provides briefing and guidance to fellows on Fellowships policies, rules and procedures and conducts briefings and orientation trainings on fellowship matters.
7. Reviews and signs, on behalf of the RA/HRD, and within approved limits, Final Fellowships Estimates (FFE), payment instructions, normal tuition fees, book grants, approved thesis costs and other related matters, excess baggage allowance and requests from fellows for termination allowance of fellowships studies reports.
8. Supervises and trains support staff and organizes the day-to-day work of the unit.
9. Performs other duties as and may be required.
REQUIRED QUALIFICATIONS
Education:
University degree in management, public administration or related field.
Skills: 
Knowledge in planning, management and budgetary/financial analysis. Excellent communication and supervisory skills. Ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.

Experience:
Essential: One to two years experience' in administration including budgeting, programming or training. Supervisory experience essential.
Desirable: Experience in WHO, other UN agencies or in a large multinational, international organization, preferably in similar work.
Languages:
Excellent knowledge of spoken and written English.
Additional Information:
Post is subject to local recruitment and will be filled by persons recruited in the local commuting area of the office.
Annual salary: (Net of tax)
PHP 867 150 at single rate
