This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION

The HIV and AIDS and the World of Work Branch of ILO (ILOAIDS) aims to protect human rights at work and help achieve universal access to prevention, treatment, care and support working in and through the world of work. ILOAIDS follows a rights-based and gender-responsive approach, within the framework of the ILO Code of Practice on HIV/AIDS and the world of work and the ILO Recommendation on HIV and AIDS and the world of work (No. 200). The ILO as co-sponsor of the Joint United Nations Programme on HIV and AIDS (UNAIDS) has the lead role in the world of work and in private sector mobilization. The Communication Officer will work under the direct supervision of the Senior Technical Specialist/Head of Communications, Training and Partnerships, and the overall guidance of the Chief of ILOAIDS.
Description of Duties

- Coordinate participation of ILOAIDS in AIDS Conferences Conferences (international and regional), other meetings, and undertake communication and promotional work related to conferences/meetings.

- Prepare briefing materials and presentations on HIV and AIDS for meetings and conferences.

- Work on the implementation of communication strategies and campaigns such as the "Getting to Zero@Work campaign, using different media channels, including the social media.

- Provide communication support for the implementation of important programme components and initiatives, for example, the VCT@WORK initiative that aims to reach 5 million workers with Voluntary Counselling and Testing (VCT) by 2015.

- Develop communication plans to launch & disseminate the research publications.

- Write "content" and work on development of communication and promotional materials for website, posters, flyers, brochures, newsletters, including audio-visual materials.
Required Qualifications
Education

First level university degree in communications, journalism, and international relations, liberal arts or other relevant discipline, or its equivalent.
Experience

Five years of relevant professional experience at the national and/or international level in communication. Experience of work in the field of HIV and AIDS will be desirable.
Languages

Excellent command of English and of one of the other ILO working languages: French or Spanish.
Competencies 

Excellent writing and presentation skills. Knowledge and experience in social media, development communication, organizing conferences and media events.

Knowledge of the organization's mandate and its programme of activities. Good analytical skills. Good knowledge of computer applications for information collection, management and dissemination.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
