OBJECTIVES OF THE PROGRAMME : The WHO Programme on HIV is guided by the Global Health Strategy for HIV 2011 - 2015. Its goals, consistent with Getting to Zero: UNAIDS Strategy 2011 - 2015 and international commitments, are - to achieve universal access to prevention, diagnosis, treatment and care interventions for all in need, and - to contribute to achieving health-related Millennium Development Goals (MDGs) and their associated targets by 2015. Further the Global Hepatitis Programme (GHP) is located in the HIV Department since December 2013. The World Health Organization Programme on HIV (WHO/HIV) is guided by the Global Health Strategy for HIV 2011 - 2015 (GHSS), and the Global Hepatitis Programme (GHP) is structured along the four axes of the Framework for Global Action for the Prevention and Control of Viral Hepatitis (GAPCVH). The objective of the HIV Department and the GHP is to lead an effective, Organization-wide effort to support Member States in the implementation of both global HIV and hepatitis strategies. The Department provides strategic and normative support in national policies and key technical areas; promotes advocacy & communications; builds effective partnerships and mobilises resources, and ensures its work contributes to achievement of the Millennium Development Goals and Universal Health Coverage in WHO member states. The Department works closely with Regional Offices to maximize WHO's impact in countries. With the HIV Department, the Programme Development and Implementation (PDI) Unit's objective is to enable the HIV Department with effective strategies and operational capabilities to deliver on the overall strategy, including facilitation of communications and information sharing with external partners, donors and other stakeholders, and promotion of the Department's activities to key target audiences. | |
Description of duties: - Responsible for the communication/information strategies in the HIV Department and the Global Hepatitis Programme. The incumbent will be advising on and developing new innovative communication and information strategies for the HIV department units and the liaison with the relevant in-house units and departments. This will require overseeing and coordinating relevant information/communication working groups and meetings. - Provide advocacy and information support to department's priority events, media relations, conferences and product launches (e.g. World AIDS Day; World Health Assembly; International AIDS conferences etc). - Ensure cohesive and coordinated outputs for these events and that the products (e.g. presentations, posters, and related advocacy material for the events) are produced following unified branding. - Produce overarching innovative advocacy and information material for the HIV Programme. - Targeted communications and knowledge sharing support with both external partners and internal WHO HIV staff. This includes writing and editing news articles and updates as well as managing the compilation and dissimnation of advocacy materials and information circulars. - HIV departmental website management: coordinate with the relevant units and ensure a quality and up-to-date website for global outreach to meet the needs of end-users while ensuring compliance with internal WHO standards. - Advocate for and ensure information sharing and learning through the use of knowledge management platforms and seminars among WHO HIV staff at Headquarters, Regions and countries. - Publications management, production and dissemination support. Advise and support to the coordination of the branding design, editing/translation, and manage full production process (including layout and printing) in collaboration with external partners, outreach and dispatch of the main departmental publications, including scientific articles. - Liaise with internal WHO departments and units and advise and negotiate with external contractors and conduct quality control on the services procured in line with WHO rules and regulations. - Perform all other related duties as assigned. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Advanced university degree in communications or social sciences. Desirable: A additional qualification or training in project management or event organising. | |
Skills: - Proven ability to design, implement and evaluate effective communications and information projects. - Good, clear and concise writing skills. - Excellent event management skills. - Proven ability to work under pressure in an independent manner. - Strong interpersonal and negotiating skills. - Capacity to "think outside the box" and propose creative design and information sharing strategies. - Tact, discretion and diplomacy. - Mastery of office software applications: Word, Power point, WHO WebIT etc. WHO Competencies: 1. Experience: Essential: A minimum 7 years of progressively responsible experience in communications and public website management, including at least 5 years with a UN or international organization. Desirable: Proven track record in coordinating preparations and/or organising international conferences and project management for high level events. Two years of work experience on communications in the field of HIV/AIDS. | |
Languages: Expert knowledge of English is required, and intermediate knowledge of French would be an asset. | |

Annual salary: (Net of tax) USD 67'611 at single rate USD 72'605 with primary dependants | Post Adjustment: 103.3 % of the above figure(s).
