OBJECTIVES OF THE PROGRAMME : To provide support in Planning and Management, including development of workplans, monitoring and implementation of WHO collaborative programmes in line with policies of the Organization and keep the Ministry of Health and Family Welfare (MoHFW) and WHO Representative to Bangladesh (WR) informed on latest decisions and resolutions of WHO governing bodies in support of national programme implementation. | |
Description of duties: Under the overall guidance of the WHO Representative to Bangladesh (WR) and direct supervision of the Medical Officer - PHA/HS, the incumbent will work in close collaboration with all technical officers to support the activities as detailed below: 1. Provide support in planning and developing work plans in accordance with the Country Cooperation Strategy and the Organization's as well as national health policies and procedures, maintaining liaison with concerned SEARO units; 2. Monitor the implementation of GoB/WHO collaborative project/programme activities including collection and analysis of data on implementation status from GSM and provide authoritative advice to Medical Officer-PHA/HS and WR for providing their guidance to all concerned Technical Officers putting special emphasis to ensure efficient and effective project/programme delivery; 3. Facilitate project/programme implementation by arranging GoB/WHO Collaborative meetings; assist in developing programme budget, resource gap funding, Donors funded project/programme implementation, monitoring and reporting using GSM and other managerial tools; 4. Work in close coordination and provide support to the MoHFW and its Directorates for smooth implementation of WHO collaborative project/programme activities; 5. Provide support to the MoHFW in the formulation of health related long-term and medium-term health development plans including issues involving health funding and resource utilization; 6. Coordinate with the senior officials in MoHFW and DGHS and take the lead role on issues related to programme planning and management of WCO and MoH collaborative works in the area of health planning and health systems strengthening; 7. Work in close collaboration with WCO technical programmes and Human Resources Management (HRM) to provide support in formulation and management of work plans, HR Plan and country office fellowships administration; facilitate reprogramming and sharing of financial resources among different technical programmes; 8. Work in close coordination with concerned units in South-East Asia Regional Office (SEARO) especially Planning and PPC on matters related to WCO Bangladesh programme budget formulation, implementation, monitoring and evaluation issues; 9. Provide assistance to MO-PHA/HS and WR in all matters related to General Programme of Work (GPW), programme budget and WHO Governing Body meetings; and 10. Perform any other related administrative duties as assigned by the supervisor (s). | |
REQUIRED QUALIFICATIONS | |
Education: Essential: University degree in Public Health/Business Administration / Social Sciences or related field. Desirable: Advanced University degree in related field | |
Skills: Essential : Thorough knowledge of planning and management of WHO-GOB collaborative programmes, good administrative knowledge of the functioning of ministries and related departments, demonstrated ability to work in harmony and national/international staff, excellent writing skills including ability to present technical information, ability to produce results and work well under pressures, ability to conceptualize issues, analyze numerical data. Desirable: Good knowledge of WHO/UN administrative and financial rules, processes and procedures Other Skills (e.g. IT): Familiarity with MS Office environment. Presentation skills and or training skills in an asset. Experience of working with Oracle based or other ERP systems would be an asset. Competencies: 1. Experience: Essential: At least five years of combined national and international relevant experience. Desirable: Experience in the formulation of work plans, Finance, Administration, HR management or programme areas in WHO or another UN agency. | |
Languages: Excellent knowledge of written and spoken English and local language (Bangla) | |
