1. Health Officer (Cholera Response), NO-B Temporary Assistance – 4 months deployment
(Three positions; one based in Bentiu; one based in Torit and one covering Bor/Minkaman/Malakal)
Purpose of the post
The Health Officers reportsto the Chief of Healthfor supervision. Responsible for the planning, implementation, monitoring and evaluation of UNICEF’s preparedness and response to acute watery diarrhea (AWD)/cholera.
· Provide technical support to UNICEF and partners including the development/sharing of protocols, guidelines and training materials for surveillance, early warning and alert systems, case management, establishment of cholera treatment centres, community-based interventions, communications, social mobilization and forecasting, procuring and distribution of supplies.
· Provide technical support for the use of oral cholera vaccines (OCV) if the government goes forward with a campaign in close collaboration with WHO, CDC and other technical agencies.
· Conduct regular program field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
· Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on health and related issues to support program implementation, operations and delivery of results.
· Oversee project supply chain in coordination with UNICEF operations staff to provide diarrheal disease essential drugs and materials to government and NGO partners.
· Monitor the coverage of cholera interventions among the beneficiary population and share information for internal communication and external coordination.
· Contribute to information systems and products related to the cholera response.
· Contribute to resource mobilization efforts including preparation of emergency funding appeals for UNICEF and health cluster/sector mechanisms.

Minimum qualifications & experience required
· A University Degree in medicine, public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related sciences is required.
· A minimum of 2 years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal and neonatal health care, health emergency/humanitarian preparedness, at the international level and/or in a developing country is required. Experience in health/nutrition program/project development in UN system agency or organization is an asset.
2. Communication for Development Officer (Cholera Response), NO-A, Juba, Temporary Assistance – 4 months deployment (Two positions, one based in Juba with frequent field travel and the other in Bentiu)
Purpose of the post
Under the general guidance of the Communication for Development Specialist, and in close coordination with the Communication group, the Communication for Development Officer is accountable for technical support and assistance in the design, formulation, management, execution, monitoring and evaluation of a behavioural change and social mobilization strategy, plan of action and programme activities in support of the country programme. Under the national emergency communication framework and coordination platforms, in conjunction with other partners and on behalf of UNICEF, support the coordination of C4D work at the district level through the establishment of a communication working group.
· Facilitate the development and strengthening of partnerships with local stakeholders, community and civil society groups, leaders and other key partners for participation in C4D interventions.
· Liaise with all clusters/ sectors activated at the district level as a part of the multi-sectoral response to ensure that there are cross-linkages and learnings, and that communication efforts are informed by latest developments and perspectives from the clusters/ sectors. This also includes ensuring that all clusters are updated with information on communication efforts.
· In collaboration with partners, carry out Rapid Communication Assessments, including the analysis of: profile of the high risk or affected communities, high risk practices/ behavioural assessment, community and social network mapping and capacity assessment, and channels of communication and resources.
· Monitor and evaluate programme activities and prepare monitoring and evaluation reports. Exchange findings, experiences, lessons learned and new methods with partners.
· Monitors and evaluates programme activities on the basis of applied communication research and frequent visits to project sites.
· Analyses and evaluates data to ensure compliance and achievement of objectives and recommend corrective action, when necessary, to meet programme/project objectives. Prepares monitoring and evaluation reports in accordance with the established guidelines, methods and procedures. Provides technical advice to programme staff, government officials and other counterparts to coordinate and manage the evaluative elements of country programme milestone meetings, such as mid-term reviews, strategy meetings, previews and reviews and annual reviews.
· Disseminates communication research findings, and ensures exchanges and sharing of experience, lessons learned, best practices, and new methods to government officials, programme staff, and other UNICEF partners.
Minimum qualifications & experience required
· University degree in behavioural and/or social sciences (anthropology, sociology, psychology, social development, etc.). Understanding of - or training in - current developments in the field of communication for development theory and research, participatory processes, media; as also strategic communication planning, behavior analysis, formative research and evaluation.
· Minimum one year of relevant professional work experience in the planning and management of social development programmes, including work experience in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.
