Livelihoods Officer

Organizational Context:

The Livelihoods Officer will work in the Operational Solutions and Transition Section (OSTS), in the Division of Programme Support and Management (DPSM) at UNHCR’s headquarters in Geneva. The Livelihoods Officer will work under the supervision of the Senior Livelihoods Officer, and under the overall direction of the OSTS Chief of Section. The Livelihoods Officer will support the Livelihoods staff and consultants at HQ and in the field who are working on global tools and guidelines, employment programmes, assessment, strategic planning, monitoring and evaluation.

Scope of the Role:

The Livelihoods Officer will contribute to the roll-out of the multi-year Livelihoods Strategy. The Livelihoods Officer will be supporting the monitoring of compliance of livelihoods programmes with the UNHCR minimum criteria for livelihoods programming. The Livelihoods Officer will help in exploring new livelihoods opportunities and partnerships with private sector. The Livelihoods Officer will provide advice on entrepreneurship development of UNHCR persons of concern.
The Livelihoods Officer will utilize the Results Based Management approach to monitor livelihoods programmes. The incumbent will support improvements in system-wide coherence of Livelihoods programmes, achieving results through all the phases of the programming cycle.

Key Duties & Responsibilities:

  • Manage a portfolio of global Livelihoods programmes, ensuring that programming is delivered according to timeframe and budget and achieve objectives.
  • Overseeing the implementation of country-specific Livelihoods Strategies, and advising field operations on the design and implementation of their programmes.
  • Provide technical guidance to UNHCR field operations, in line with UNHCR tools and guidelines for livelihoods programming, and ensuring technical integrity is maintained.
  • Conducting surveys and evaluations of project activities including impact evaluation. Identifying data trends that can inform the prioritization of organizational resources as well as policy.
  • Assist field operations in sourcing external expertise required for Livelihoods assessments, strategic planning, project design, implementation, reviews and evaluations exercises. This includes the management of the livelihoods unit roster.
  • Monitor the work of technical experts and contribute to reviewing draft reports/outputs, ensuring quality in methodologies used and deliverables produced.
  • Provide technical advice related to livelihoods with a specific focus on market linkages and value chains development and participate in developing information materials, technical papers and guidelines.
  • Participate in the design and implementation of programmes and projects relating to market linkages and the marketing aspects of value chain programmes and projects as requested, provide technical backstopping to field projects.
  • Support the Head of Livelihoods unit in Promoting the Livelihoods sector in UNHCR organizational plans, policies, processes, and resource mobilization efforts.
  • Assist in donor relations and fundraising efforts by preparing proposals, and contributing to briefings and other public awareness events.

Minimum Qualifications & Professional Experience:

  • Advanced university degree in Development Studies, Socio-Economic Development, Rural Development, Business Management and Private Sector Development, or any other related field.
  • At least 8 years of professional experience (extensive field experience essential), including 5 years in managing and advising on Development and Livelihoods interventions, ideally in both rural and urban contexts.
  • Technical competencies in at least two sub-sectors relevant to Livelihoods programming e.g. microfinance, employment promotion, entrepreneurship building, private sector development, local economic recovery, poverty reduction, agricultural development, livestock development, natural resource management, Vocational and Technical Education and Training (VTET).
  • Demonstrated experience in developing effective partnerships with public and/or private sector.
  • Fluency in English is essential. knowledge of another UN language is desirable

  • Record of capacity building / delivering training and workshop facilitation in a relevant topic.
  • Personal professional development education from established global learning programmes.
  • Ability to positively influence others, creating acceptance and support for ideas.
  • Experience in drafting technical guidance, research/review reports.
