UNICEF, the world’s leading organization working for the rights of children, seeks a Principal Adviser, Immunization, P-6, New York, USA.
Purpose:
To provide strategic leadership and direction in the area of Immunization. Serve as the Organization’s top position for generating dialogue within UNICEF and among the international community, for developing and maintaining partnerships with governments, alliances, development agencies, and others active in the field of immunization. Provide strategic leadership in advancing the Organization’s programming around Immunization, with a special focus on achieving better equity outcomes through Immunization and related programming strategies. Provide management oversight in the implementation of context relevant strategies through interaction with regional directors, country representatives, and technical staff. This position is critical for the achievement of the organization’s long-term results in Immunization and equity. The position will focus on strategic result areas that accelerate the achievement of the strategic plans of the organization under the paramount principles of equity.
Minimum Requirements:
• Advanced university degree in public health (MD + MPH, PhD or equivalent); peer reviewed publications in the field of child health, immunization a definite asset.
• Minimum of 13 years of solid work experience in field of Health / Immunization at the national and international level, including in a developing country context. Recognized expertise and experience in programming and management of immunization programmes required.
• Thorough knowledge and understanding of Immunization related issues, including peer reviewed publications.
• Experience in policy development, analysis, programme development and implementation of immunization and/or health programs.
• Proven experience managing multicultural teams.
• Experience responding to emergencies is desirable.
• Proven communication skills and proven record in interaction with donor community and fundraising.
• Fluency in English and basic proficiency in French required.
Remarks:
Management - Programme Division’s work in strengthening immunization is based on a clear vision and strategy, resulting in strengthened functional roles and responsibilities for Program Division.
• As Head of the Immunization Unit, direct, lead and manage a group of professional and support staff to develop, manage and administer the immunization programme, with a view to gender main streaming and equity programming.
• As part of the Health Section / Programme Division Management Group, collaborate with Polio Eradication, Child Health and Emergency Response, Maternal and Newborn Health, and Knowledge Management teams in the Health Section, as well as other sections in Programme Division, Supply Division, Division of Communication and Division of Policy and Strategy in order to take results and evidence based programs to scale.
• Provide strategic direction, guidance, planning and management oversight for the activities of the Immunization Team, serve as the technical/knowledge hub in the organization for immunization; and oversee UNICEF’s role in providing leadership at the global, regional and country levels.
Leveraging and Networking - Strategic, results oriented Immunization partnerships support the work of ROs and COs and advance the aims of the Immunization programme globally.
• Establish, strengthen and maintain organizational links with immunization counterparts partnerships and alliances, including WHO, GAVI, BMGF, CDC, USAID, GPEI and others.
• Represent the organization at policy and strategic planning meetings with high level and senior Government officials as well as multilateral and bilateral agencies, donor community and vaccine manufacturers as needed.
• Work with the polio program to ensure a strong coordination on polio “legacy” issues
• Interact and advocate program goals and strategies, identify strategic alliances and influence policy development at global and at country level to facilitate achievement of programme objectives.
Policy and Guidance Formulation - UNICEF policies and strategies on immunization are clear and adopted by staff and partners for immunization to be positioned as a critical programme for children’s well-being.
• Identify issues, needs, solutions and provide progamme advice and guidance on immunization. Provide regular briefings to the OED and management team with the aim of apprising senior level staff on immunization. Prepare corporate policy and strategy statements and position papers and documents required by UNICEF Executive Board. Prepare update policy and strategy guidelines for use in all field offices and UNICEF staff on immunization activities. Provide advice to Programme Director to formulate and periodically review UNICEF’s immunization global policies and strategies.
Fundraising - UNICEF immunization programmes, including priority emergency needs, funding needs are known and positive donor-relationships maintained.
• Propose and prepare strategic plans for resource mobilization and allocation in collaboration with Private Fundraising and Partnerships (PFP), Public Partnerships Division (PPD) and technical wings of donors, and other appropriate units in UNICEF to identify and tap potential sources of funding for global and priority immunization needs.
• Guide and supervise professional staff in negotiations and dialogue with governments, UN partners, donors, and others as appropriate.
• Determine priority areas that require strengthened partnerships for effective fundraising.
Monitoring and Evaluation - Global monitoring provides high quality information for decision making and reporting to constituents.
• In close collaboration with UNICEF/DP, provide strategic guidance on monitoring and analysis of UNICEF’s immunization support, both to ensure programme quality and determine the contribution to specific national goals for the survival of children.
Knowledge Management - UNICEF is a key contributor to the development and dissemination of knowledge in the area of immunization.
• Leadership and guidance in exchange and dissemination of information, including consultations, peer-reviewed articles on relevant topics on Immunization scale-up, particularly with regard to generating new evidence, sharing lessons learned and monitoring progress.
• Work with UNICEF/DOC to design and implement a communications and media strategy to highlight the importance of Immunization, and UNICEF’s role in it.
• Position UNICEF as a thought leader and key partner in Immunization.
Human Resources - DHR fully supported in ensuring that UNICEF offices are well equipped in terms of knowledgeable, skilled and committed staff to implement high-level immunization programmes.
• Work with DHR on guiding the work on identifying mechanisms to attract and retain talent in the area of work preparing and updating staff hiring criteria and monitoring human resource needs for the immunization programme.
•Collaborate with Organizational and Learning Development Section and other relevant HQ sections to develop career paths for professionals devoted to immunization programmes.
