UNICEF, the world’s leading organization working for the rights of children, seeks a Principal Adviser, Polio, D-1, New York, USA.
Purpose:
Under the overall guidance and general supervision of the Associate Director, Health Section the incumbent will serve as the Organization’s top position for generating dialogue within UNICEF, among the international community and with stakeholders, for developing and maintaining partnerships with governments, alliances, development agencies, and others active in the effort to eradicate Polio. He/she will provide strategic leadership in advancing the Organization’s programming around Polio, focusing on the timely achievement of the results laid out in the plan through the constant enhancement of effective programme strategies. In addition, the incumbent will provide management oversight of the global polio team and in the implementation of context relevant eradication strategies through interaction with regional directors, country representatives, and technical staff.
This is a highly visible position that represents UNICEF in political and policy-level meetings with governments, donors and other stakeholders, as well as at advocacy events.
Minimum Requirements:
• Advanced university degree. A professional background in public health (MD + MPH, PhD or equivalent) may be an advantage, but is not a requirement.
• At least 13 years of relevant work experience, including senior management roles at the national and international levels, including in a developing country context.
• Recognized expertise and experience in the management of large programmes in complex environments.
• Experience in either emergency programming and/or polio eradication.
• Experience in policy development, analysis, programme development and implementation, ideally in the field of public health.
• Proven experience in managing multicultural teams.
• Proven communication skills, proven record in partnership management and in networking and fundraising effectively with donors.
• Fluency in English and another UN language is required.
Remarks:
Management:
• As Head of the UNICEF Global Polio Programme, direct, lead and manage a group of professional and support staff to develop, manage and administer the Polio programme, including with a view to gender main streaming and equity programming.
• Ensure accountability for programme results at the country level through the use of management dashboards and effective performance management initiatives.
• As part of the Health Section, ensure particularly close collaboration with Routine Immunization and also with Health Systems Strengthening, Child Health and Emergency Response, Maternal and Newborn Health, and Knowledge Management teams in the Health Section, as well as other with sections in the Programme Division, Supply Division, Emergency Operations Division, Division of Communication and Division of Policy and Strategy in order to take results- and evidence based programmes to scale for achieving polio eradication.
• As part of the Legacy objective, ensure that strategic approaches, tools, learning and expertise from the polio programme are contributed in support of UNICEF’s current efforts to bring new emphasis and excellence to its work in Communication for Development (C4D).
• Provide strategic direction, guidance, planning and management oversight for the activities of the Polio Team and manage the overall programme, including: finance, advocacy, communication, social mobilization, technical and operational aspects of polio eradication. Serve as the technical/knowledge hub head for eradication in the organization and oversee UNICEF’s role in providing leadership at the global, regional and country levels.
• Represent UNICEF in internal and external management meetings including Polio Strategy Committee, Regional Management Teams, etc.
Relating and Networking:
• Establish, strengthen and maintain effective organizational links with immunization & polio counterparts, partnerships and alliances, including particularly the core members of the Global Polio Eradication Initiative (WHO, BMGF, CDC, USAID, Rotary International).
• Represent the organization in key governance and coordination meetings of the Global Polio Eradication Initiative (GPEI), as well as at policy and strategic planning meetings with high level and senior Government officials, multilateral and bilateral agencies, donor community representatives and vaccine manufacturers, and including through top quality advocacy.
• Interact and advocate on programme goals and strategies, identify strategic alliances and influence policy development at global, regional and country levels to facilitate achievement of programme outcomes.
Policy and Guidance Formulation:
• Identify issues, needs, solutions and provide programme advice and guidance on polio eradication and related programme priorities, including integration of polio programmes with routine immunization
• Provide regular briefings to the OED, PDDO and the senior management team with the aim of apprising senior level staff on polio eradication, engaging OED as needed for internal and external advocacy and for resolving key bottlenecks, as well as to support the OED’s role in key GPEI governance bodies.
• Prepare corporate policy and strategy statements and position papers and documents required by the UNICEF Executive Board.
• Prepare and update policy and strategy guidelines for use in all field offices and by UNICEF staff on polio eradication activities.
• Provide advice to the Director of Programme Division and Chief of Health to formulate and periodically review the strategic focus and content of UNICEF’s contributions to polio eradication.
Fundraising:
• Propose and prepare strategic plans for resource mobilization and allocation in collaboration with Private Fundraising and Partnerships (PFP), Public Partnerships Division (PPD), donor organizations, and other appropriate units in UNICEF to ensure positive donor-relationships are maintained and to identify and tap potential sources of funding for global and priority polio eradication needs.
• Guide and supervise professional staff in negotiations and dialogue with governments, UN partners, donors, and others as appropriate.
• Determine priority areas that require strengthened partnerships for effective fundraising.
Monitoring and Evaluation:
• In close collaboration with UNICEF/Division of Policy and Strategy (DPS), provide strategic guidance on monitoring and analysis of UNICEF’s contributions to polio eradication efforts, both to ensure the quality of UNICEF-led programme components and to determine the contribution to specific goals of the GPEI.
Knowledge Management:
• Lead and guide the exchange and dissemination of information, including through consultations, peer-reviewed articles on relevant topics on eradication, particularly with regard to generating new evidence, sharing lessons learned, monitoring progress and documenting good practice as part of the Legacy of the GPEI.
• Work with UNICEF/DOC to design, implement and assess a communications and media strategy to highlight the importance of polio eradication, and UNICEF’s role in it.
• Position UNICEF as a thought leader and key partner in polio eradication.
Human Resources:
• Support DHR in ensuring that UNICEF offices are well equipped in terms of knowledgeable, skilled and committed staff to implement high-level eradication programmes, with effective transition plans, post-eradication.
• Work with DHR on identifying mechanisms to attract and retain talent for polio eradication, preparing and updating staff hiring criteria and monitoring human resource needs for the polio eradication programme.
• As part of the ‘Legacy’ objective of The Plan (streamlining and incorporating polio assets to other programmes particularly Routine Immunization, Health Systems Strengthening and organization-wide work in the field of C4D), establish and manage a process by which high-performing staff in polio eradication may be identified, retained and transitioned in support of other areas of UNICEF’s work.
