Fund Director / Manager


The Robert Carr civil society Networks Fund (RCNF) provides financial support to international regional and global civil society networks working on HIV. The RCNF is currently supported by the governments of the United States, the United Kingdom, Norway, the Netherlands, the Bill & Melinda Gates Foundation and the MAC Aids Foundation. The RCNF was founded in 2012 and during the first three years, the concept of the fund has proven to be effective. The RCNF now has a funding portfolio of eighteen grantees (networks and consortia of networks). The budget of the RCNF is 24 million US dollars for three years.
The Robert Carr civil society Networks Fund has three bodies: The International Steering Committee (ISC), the Program Advisory Panel (PAP) and the Fund Management Agency (FMA). All three are linked, but operate separately. In addition to implementing the work of the fund, the FMA provides logistic and administrative support to the ISC and the PAP.
Aids Fonds is the Fund Management Agent of the RCNF. Aids Fonds - STOP AIDS NOW! - Soa Aids Nederland is located in Amsterdam where more than 130 highly motivated people work at the office. The office in Amsterdam is also where the Fund Director / Manager will be based, which means that applicants must be willing to live in Amsterdam and travel internationally on a regular basis.
The Robert Carr civil society Networks Fund is now seeking a dedicated and highly motivated individual who will lead the fund towards its objectives. This person will publically represent the fund and be the liaison towards civil society and donors. The fund Director / Manager has to be committed to work for and with Inadequately Served Populations ( ISPs) and is committed to the values and principles of the RCNF.
The Fund Director / Manager will lead/head the RCNF team, which is placed in the policy and grants division of Aids Fonds. The team consists of a policy officer, a program officer, a finance officer and support staff. The Fund Director / Manager will report to the ISC and the Management Team (Manager Policy and Grants) in Aids Fonds.
Tasks and responsibilities
  • Represent the fund in external fora, includingcivil society and donor-focused meetings and events
  • Leading the activities of the Fund Management Agent which include: Overall responsibility of the management of the Fund, including strategic, managerial and financialplanning
  • Oversee the management andcoordination of theInternational Steering Committee (ISC) andthe Program Advisory Panel (PAP) meetings, including tracking and implementation of committee decisions and action items
  • Execute the ambitious fundraising strategy of the RCNF
  • Supervise the RCNF communication strategy and plan and other relevant plans and policies
  • Organize the funding cycles, including monitoring and evaluation of individual grants and the grants portfolio
Your salary depends on experience and responsibilities. You will be offered a fixed term contract for two years (with the intention to make it fixed for three years), after which the contract may be extended depending on your performance and fit with the program and staff involved.
Qualifications and experience
  • Master's degree or equivalent in relevant field
  • At least three years of relevant experience in managing complex international programs
  • Experience in fund-raising
  • Good English language skills, both written and spoken
  • In-depth knowledge of the global AIDS response and Inadequately Served Populations
  • Experience in working with or for international civil society networks
  • Flexibility, sensitivity and skills to facilitate dynamic group processes
  • A good communicator and representative of the RCNF
