Associate Country Director Oxfam Hong Kong

Associate Country Director – Myanmar (Based in Yangon)

(International Programme Unit) (On a 2-year contract basis)
S/He is responsible for Oxfam Hong Kong programme development and management, SMS engagement, team management and development and coordiantion etc. The work will include ensure the development of strategic plans, annual plans and other relevant policies for OHK’s development programme and humanitarian work in Myanmar, represent OHK in the Oxfam International country alignment team, or later, the Country Leadership Team, manage the Myanmar programme team, ensure good working relationships with local partner agencies, beneficiary communities, non-governmental organizations, and local and national authorities.
Under the combined Oxfam program, s/he is also will also take on the role of Associate Country Director and in this capacity will sit in the Oxfam Country Leadership Team, which is responsible for leading and managing the overall Oxfam work in the country. The Associate Country Director will support the Managing Affiliate in the fulfillment of this responsibility. This position will also undertake other duties as assigned by the Oxfam Hong Kong IPU Director.
The successful candidate MUST meet the following requirements:
  • Masters Degree in relevant field (development, agriculture, economics, politics etc.)
  • At least 3 years working experience in the community-based development or humanitarian sectors
  • Knowledge and practical experience of developing livelihoods solutions for upland areas
  • Knowledge of and experience in programme and project cycle management, including planning, implementation, monitoring and evaluation
  • Extensive professional field experience in development work encompassing experience and engagements with local and international NGOs, bilateral and other development organizations, government agencies.
  • Experience/familiarity with humanitarian response
  • Proven skills in leading and developing a strong cross-cultural team, including strong communication skills and sensitivity to local cultural and political context
  • Familiarity with right-based approach to development
  • Familiarity with gender and gender-mainstreaming issues in development
  • Excellent analytical, writing and organizational skills
  • Excellent strategic planning, analytical, problem solving, change management and financial management skills
  • Proven ability in managing effectively relationships with a diverse range of stakeholders, including partners, allies and institutional donors
  • Strong communications skills in spoken and written English.
  • Flexible work attitude to manage multiple priorities
  • High levels of computer literacy
  • Able to undertake heavy travel schedules and work in remote areas
  • Identification with Oxfam’s development philosophy, principles and objectives
