Commercial Assistant – (Foreign Commercial Service)

The U.S. Embassy in Beijing is seeking one individual for the position of Commercial Assistant with the Foreign Commercial Service.

BASIC FUNCTION OF POSITION

Incumbent serves as advisor to Commercial Officer in planning, organizing, implementing and administering the full range of Commercial Service (CS) programs and services in assigned industry sectors (AISs). Under the general direction of his/her Commercial Officer supervisor, incumbent implements the full range of CS programs and services in AISs to assist U.S. businesses, except those programs and services requiring an officer. CS programs and services include matchmaking; trade events and marketing; counseling; market research; and advocacy and trade dispute resolution. The incumbent has specific “Export Success” targets and “Quality Assurance” score goals.

REQUIRED QUALIFICATIONS

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position’s required qualifications, will not be considered for this position.

Education:

  • Bachelor’s Degree or host country equivalent in commerce, marketing, banking, finance, economics, business administration, international trade, or international trade policy, international relations, engineering or English is required.

Experience:

  • Minimum 3 years of progressively responsible experience in economic research, marketing, market research, trade promotion, trade event management, customer service, business management, commercial banking, economics or international trade is required.

Language:

  • Level IV (Fluent) speaking/reading/writing in English required.
  • Level IV (Fluent) speaking/reading/writing in Chinese required.

Knowledge:

  • Must have a good knowledge of CS goals, programs, policies, procedures and reporting requirements, as well as Mission structure, policies and activities. Must also have strong knowledge of China’s economy, business customs, practices, marketing channels, laws, regulations and policies related to assigned commercial functions.

Abilities and skills:

  • Must have thorough information and understanding about the policies, regulations of the AIS; standard guidelines and instructions provided to the US clients, as well as the contacts in the host country. Must solve basic to moderately complex commercial and trade issues related to marketing strategies and sales of US products and trade event/trade mission issues.
  • Must have good computer skills, communication skills and writing skills.

SELECTION CRITERIA

When equally qualified, U.S. Citizen Eligible Family Members (US EFMs) and U.S. Veterans who are legally residing in country will be given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

  • Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

  • Current Ordinarily Resident (OR) employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  • Current U.S. Citizen EFM employees who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  • Current Not Ordinarily Resident (NOR) employees hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
  • Ordinarily Resident applicants or applicants without a U.S. social security number will be paid according to the Local Compensation Plan in local currency (RMB). There are no exceptions to this regulation.
