Design and implementation of WIN membership registration and restricted online platform

The Water Integrity Network (WIN) is pleased to announce a new Call for Proposal for qualified ICT companies or consultants. The aims of this Call are to develop the new social platform for WIN members, with enhanced interactive features, and to implement the new online registration procedure for members and subscribers of the Water Integrity Network.

WIN is an organisation formed in 2006 that promotes integrity and transparency in the water sector to fight corruption, and it works with partners, donors and members.One of the strengths of the Network is its very varied membership, including corporate and individual members. These can belong to the public and private sector, and to civil society organisations.

WIN is looking for proposals to redesign the online registration procedure for members and subscribers and the online area restricted to members (for knowledge exchange and cooperation). Specifically, the two main objectives for the call for proposals are:
1. Restructuring and redesigning WIN registration procedures for subscribers and members: these should be online and automated. The specific aims are:

  • To make the registration procedure quicker, clearer and user-friendly for WIN’s audience
  • To make the registration procedure easy to manage for WIN staff, in terms of time and resources allocated to it.
  • To make withdrawal of membership or withdrawal of subscription easy, straightforward and automated.

2. To restructure and redesign the online platform restricted to WIN members: it should be interactive, easy to navigate, and it should support the upload of multimedia content as well as allow user-friendly, albeit advanced, search engines. The online platform features 2 pages: a Welcome Page, which can only be viewed (but not edited) and which is the same for all registered users, and Member Profile Pages (unique for each registered user), which can be viewed by all registered users, and edited only by the account holder (the Administrator should have the right to edit or delete inappropriate or irrelevant content, according to the Terms of Service). The aims of the online platform are:

  • To engage members in exchanging their experience with the Network;
  • Activate their potential and support coalition building by facilitating contact between members who need, or offer, relevant expertise or knowledge
  • Allow members to submit (and look for) stories, researches, tools, photos, videos, news items, etc. which are useful to their activities, capacity development, advocacy, organisational development, coalition building, etc.;
  • Exchange and dissemination of best practice;
  • To provide an enabling environment for submission of input and feedback on WIN tools and methodologies;
  • Increase awareness on integrity issues in the water sector.

Qualified and interested service providers should submit their proposals by 20 February 2012 to Anna Maria Buzzoni (ambuzzoni@win-s.org) and in cc to amalmqvist@win-s.org under the email subject line “New WIN membership platform”.

Applications may be written in English, French or Spanish, although the deliverables must be in English. Some features detailed in this Call for Proposals and annexed documents are clearly identified as optional, and therefore we would like to receive two separate quotations in your application, one not including the optional features. The application must contain the following information:

  1. Estimate timeline
  2. Estimate cost
  3. Concept idea
  4. Task descriptions
  5. Portfolio

The selection will be done based on the following criteria:

  1. Technical proposal - 40%
  2. Quality of team/consultant (track record of previous work) – 20%
  3. Financial proposal – 30%
  4. Timeline proposal – 10%
